Job Summary

This posting is for assignments based at the Santa Fe Springs branch office. A separate posting is available for assignments at the Sylmar branch office. 

The work schedule for all seasonal assignments is Monday through Thursday, with 10-hour shifts starting as early as 4:00 AM. These temporary positions typically begin at the start of mosquito season and last for approximately six months.

DEFINITION
Under direct supervision, performs inspections and mosquito control operations within an assigned field or specialized area. While this position does not require state certification, the incumbent is expected to work closely under the supervision of certified District personnel, including the Operations Supervisor, Senior Vector Control Specialist, or Vector Control Specialist. Ensures vehicle safety, the proper use of chemical application equipment, accurate data recording, upholds a positive public image of the District; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS
This position is an entry-level classification that performs mosquito control inspections and operations under direct supervision. Incumbents in this role are expected to follow established procedures for tasks under direct supervision.

Job Functions

  • Gathers samples and collects mosquito specimens from sources.
  • Records daily sampling data accurately.
  • Refers all citizen concerns or questions regarding mosquito control to the incumbent’s Senior Vector Control Specialist or Operations Supervisor.
  • Assists in maintenance and repair of buildings and grounds as assigned.
  • Assists with service requests associated with premises inspection activity.
  • Communicates with homeowners/residents and gathers data.
  • Keeps a neat and professional appearance during work hours.
  • Interacts with co-workers at all levels in the District in a collaborative and customer service-oriented manner.
  • Performs other duties as assigned.

Qualifications

Knowledge of:

  • Basic arithmetic and math skills.
  • Techniques for providing a high level of customer service by effectively dealing with the public and staff.
  • The structure and content of the English language to effectively perform the work. 
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
 
Ability to:
  • Treat affected areas in accordance with District practices.
  • Adhere to safety policies and procedures and always maintain good judgment.
  • Accept direction and various work assignments, as needed.
  • Problem solve and use and operate a mobile tablet device including associated software applications.
  • Communicate with staff and the public in a tactful and courteous manner.

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

Education: 

  • Equivalent to completion of the twelfth (12th) grade.

Experience: 

  • Any experience, education or training which demonstrates the abilities and knowledge to perform the essential functions of the position.

Licenses and Certifications:
  • Possession of a valid California Driver’s License, to be maintained throughout employment. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving records during course of employment with GLACVCD. Must be insurable with the District's insurance carrier.

Supplemental Information

PHYSICAL DEMANDS

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, swim and walk on level, uneven, or slippery surfaces; frequently reach, twist, balance, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive movements in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to safely operate a motor vehicle and other large work vehicles and visit various District sites; and vision to inspect and operate equipment.  The job involves fieldwork requiring frequent walking in operational areas and heightened awareness to identify problems or hazards and/or collect samples. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. 

Employees must wear and use the proper Personal Protective Equipment (PPE). 

ENVIRONMENTAL CONDITIONS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, traffic, unhoused encampments, unsafe areas, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust and air contaminants, vectors and vector-borne diseases, wild and domestic animals, and poisonous plants and animals.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

CONDITION OF EMPLOYMENT 
District appointments are contingent upon the successful completion of several items including but not limited to post-offer medical examinations with the ability to lift up to 50 lbs., drug screening to comply with District policies, a background check with references and employment history, and a Live-Scan fingerprint check through the Department of Justice. 

California Code of Regulations, Title 8, Section 5144, Appendix A requires an employee to comply with mandatory Fit Testing Procedures and respiratory protection regulations.
