Definition of Responsibility
Under general supervision of the Deputy Director, The DPWT Manager of Safety and Training (Management Analyst IV) oversees the planning, organizing and implementing of occupational safety training and in-service training programs. Work of this class involves directing training and safety personnel.  This includes oversight and planning for the DPWT Tech Program, which allows staff from Highways and Utilities to learn equipment and skills to advance their careers.
 

Essential Functions
Under direction, plans, directs and supervises the Safety and Training Division.

  • Plans, directs, and supervises the safety and training functions and programs for Department of Public Works and Transportation including, but not limited to DOT compliance, OSHA training, Inspections, Policy/Procedure Development, Management and Time and Attendance
  • Formulates safety and training policies and procedures for implementation and administration of programs and functions.  
  • Directs and participates in studies of safety and training functions and short- and long-range program planning.  
  • Interprets laws, codes, and regulations applicable to DPWT safety and training Administration.
  • Plans, coordinates, and supervises employees within the safety and training division. 
  • Assigns, reviews, and evaluates the work of professional and support staff.
  • Coordinates safety and training activities within DPWT, government agencies, employees, and other private and public organizations. 
  • Represents the safety and training division in committees, meetings, hearings, or on inter-agency/jurisdictional committees.
  • Plans, directs and coordinates in collaboration with various bureaus, the training and requirements of the Technician promotional program within DPWT.
  • Plans, directs and coordinates the functions of the Emergency Operations component in collaboration of various agencies.
  • This position is designated as emergency essential and is required to report with little or no notice during emergencies. 
  • Employees in this class are subject to 24-hour on-call as required for emergencies.
  • This position serves as the liaison for DPWT to the County’s Emergency Operations Center.

  • Presents testimony at hearings, County Council meetings, or other official proceedings. 
  • Performs other duties as required.

  • Thorough knowledge of the principles and practices of safety and training. 
  • Knowledge of the principles of a DOT Compliance, OSHA, Employee Development and State, Local and Federal Laws as they relate to training.  
  • Knowledge of personnel laws.  
  • Knowledge of local government organization and functions.  
  • Knowledge of statistical concepts and procedures used in training and research.
  • Knowledge of training program administration.
  • Knowledge of federal and state equal employment opportunity laws and practices. 
  • Skill in supervising professional and support staff.

  • Ability to understand and interpret federal, state, and county safety law, rules, regulations, policies, procedures, and memoranda of understanding. 
  • Ability to assist in developing County-wide policies and procedures, rules and regulations governing safety and training administration.
Knowledge, Skills, and Abilities (Full Performance)
  • Thorough knowledge of County safety and training laws, rules, regulations, policies, procedures, and memoranda of understanding.   
  • Thorough knowledge of applicable Federal and State laws and requirements pertaining to administration of assigned programs or functions.  
  • Thorough knowledge of the organization and functions of County agencies. 
  • Thorough knowledge of federal and state equal employment opportunity laws and practices. 
  • Thorough knowledge of Emergency Operations and essential functions of emergency preparation. 
  • Skill in planning, coordinating, and implementing programs and functions of training administration, such as technical skills, field testing, and training.  
  • Skill in coordinating the work of employees performing multiple functions.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in business, public administration, education, or psychology
Plus 
Ten years' professional experience in training administration.

(Experience in Training/Safety administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in Business administration, business or public administration, education or psychology may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
  
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of Licenses, Certifications and Education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant’s major field of study. Copies and unofficial transcripts are acceptable.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
