The Position

The Senior Engineer is responsible for supervising staff and managing assigned engineering related programs and activities  of the Land Development  Program and other assigned sections in the Engineering Division within the Development Services Department.  Incumbents typically sign off on plans and documents as a Professional Engineer.

Examples of Important & Essential Duties (included but not limited to)

  • Supervises employees to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
  • Manages and directs a variety of contracts, which includes: capital improvement contracts, development agreements, and/or other related contracts; ensures contractors adhere to contract specifications; processes payment requests; approves work.
  • Manages and administers a variety of operations plans, and construction activities, which includes: ensuring timelines are met; monitoring work quality; monitoring safety compliance; and, performing other related tasks. Reviews and inspects engineering projects to ensure conformance with standards, plans, and policies; certifies completion of projects.
  • Responds to and resolves citizen complaints; investigates and analyzes complex engineering issues.
  • Manages and administers contracts for engineering projects, which includes: establishing guidelines, verifying funding, establishing timelines, certifying designs, and, performing other related activities.
  • Represents the Department, City by attending meetings, public events, and speaking engagements; attends staff meetings, committee meetings, and/or other related meetings; serves as a liaison with external agencies.
  • Provides advanced staff assistance to the City Engineer and Director.
  • Manages, coordinates, and reviews the activities of assigned projects of an assigned work unit; prepares Requests for  Proposals, Requests for Qualifications, designs, and specifications; collaborates and confers with developers, contractors, other engineers, and the general public; coordinates activities with other divisions and external agencies; meets with staff to identify and resolve problems; monitors and evaluates work flow.
  • Participates in the development and administration of assigned departmental, division and/or project budgets; forecasts funding requirements; monitors and approves expenditures; recommends budget adjustments.
  • Performs other duties of a similar nature or level.

The ideal candidates will have knowledge of: managerial principles and practices; customer service principles; applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations; principles and practices of construction management;  project management principles and practices; report writing techniques; civil engineering principles; advanced mathematical concepts; accepted standards of construction materials,  methods, and craftsmanship; contract management and administration principles and practices; budgeting principles; occupational hazards and safety standards. The ideal candidates will have skills in: monitoring and evaluating employees and contractors; prioritizing and assigning work; using computers and related software applications; providing customer service; managing multiple priorities simultaneously; preparing cost estimates; analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; negotiating and gaining cooperation through discussion and persuasion; performing complex mathematical calculations; preparing and/or reviewing a variety of technical reports, documents, and other related correspondence; interpreting maps, drawings, legal descriptions, and plats; reading and reviewing engineering drawings and technical reports; applying Federal, regional, state, and local regulations;issuing professional opinions; developing Requests for Proposals and Requests for Qualifications; performing engineering calculations; reading and writing legal descriptions; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
 

Minimum Qualifications

Bachelor's Degree in Civil Engineering and a minimum of  five years experience working as a Professional Engineer and two years of supervisory experience.
Required License: 
Professional Engineering (P.E.) License with the State of California in Civil Engineering

Cafeteria Health Plan
The employer’s “Flexible Benefit Plan” contribution will make available for each employee a monthly amount equal to the high median of the monthly premiums of all CalPERS health plans available in San Diego County. Under the City’s Section 125 Cafeteria Benefits Plan qualified benefits include: health, dental, vision, dependent care flexible spending account (FSA) and healthcare FSA. The remaining balance is available as additional taxable income capped at one-half of the monthly cafeteria contribution.

457 and 401a Deferred Compensation
The City offers a 457 and/or 401(a) deferred compensation. These accounts are voluntary and employee funded.

Basic Life and Accidental Death & Dismemberment (AD&D) Insurance
The City provides Basic Group Term Life Insurance equal to 1x your basic annual earnings up to a maximum of $150,000. AD&D is up to the amount of your Group Term Life Insurance.
Employees may choose to purchase additional life insurance through the City’s Voluntary Optional Life Insurance program.

Short-Term Disability Insurance (STD)
STD benefits are 70% of your weekly earnings up to a maximum of $3,500 per week.

Long-Term Disability Insurance (LTD)
LTD benefits are 66% of monthly earnings up to a maximum of $8,000 per month. San Dieguito Water District employees pay for their LTD premium.

Sick Leave
Unrepresented full-time employees accrue eight (8) hours of sick leave for each calendar month of paid status (3.7 hours per pay period). New employees are granted a beginning balance of (9) hours. Less than full time employees accrue sick leave in an amount prorated by FTE status. Accrued sick leave carries over from year to year.

Parental Leave (Baby Bonding)
Employees who qualify for California Family Rights Act (CFRA) baby bonding will be eligible for twelve (12) weeks of employer paid leave. Available leave is prorated based on FTE status.
