Examples of Duties
We are seeking someone who can assess and analyze processes, develop and apply performance metrics, collect and produce data so we can make informed, data-driven decisions. We hope to find someone with experience in finance and budgeting and who can work independently yet is a valued contributor to the team. Ideal candidates will have strong analytical skills, excellent communication skills with an ability to effectively work across multiple departments and have an understanding of local government accounting and budget structures. Additionally, experience with implementation of new business system applications and process improvement skills are highly desired.
- Provides support for the Budget Manager and Finance Director; assisting with special studies requiring data compilation, in-depth analysis and thoughtful recommendations.
- Provide much needed support as Tigard transitions to a Citywide Enterprise Resource Planning software system. This includes transitioning the finance system from Springbrook to Tyler Munis.
- Provide complex financial analysis, project modeling, revenue projections, cost analysis and budget impact studies for future projects.
- Participate in our Learning Lab, a gathering of analysts as we work cross-functionally and tackle process improvements in a new, engaging and innovative way.
- The ability to communicate and interpret complex issues around finance and technology to various audiences that is understandable and approachable.
- Lastly, we are looking for someone to join our Finance Department with skills in identifying workflow needs, excellent communication and time management skills and a positive attitude.

Minimum Qualifications
Any combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, finance, accounting, economics, or a related field, AND
- Four (4) years increasingly responsible professional administrative and analytical experience, including experience in budget, strategic planning, policy analysis, organizational development, and/or personnel management.

Schedule: 10-hour shifts, 4 days per week (Monday-Thursday) On-Site and up to 2 days remote work.

Compensation: Senior Management Analyst (Senior Budget Analyst)
The annual salary range for this exempt position is $83,604.26-$109,312.98 The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the City’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $98,381.68.
Compensation: Management Analyst (Budget Analyst)
The annual salary range for this non-exempt position is $75,741.34-$99,032.16. The starting pay assignment, based on an analysis of the successful candidate’s related experience and education in accordance with the City’s pay equity policy and the Oregon Equal Pay Act, would be no higher than $89,128.94.

Working Conditions
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
