Function

The Human Resources/Payroll Coordinator position entails providing guidance, support and coordination in the consistent and effective application of policies, procedures and practices of the Human Resource Department. Performs duties under the direct supervision of the Director of Administration and is accountable for use of delegated authority. Pursuant to §15.2–1603 of the Code of Virginia incumbent is appointed at-will and serves at the pleasure of the Sheriff.  

Examples of Work

  • Demonstrates positive attitude and progressive actions through the display of professionalism, courtesy and appropriate tact and discretion in all interactions with other employees and with the public
  • Leads day-to-day payroll administration, including bi-weekly payroll processing, collecting time grids, request for leave forms and acting as initial contact for inquiries and issues related to payroll
  • Verifies payroll bi-weekly, documenting any exceptions
  • Submits city payroll to the state for reimbursement
  • Organizes, manages, coordinates and directs the operations and functions of personnel
  • Interprets, assists and advises employees regarding leave management, benefits and HR procedures and policies
  • Develops and maintains information systems that support the organization’s overall objectives and provide the Director of Administration with an effective means of managing staff levels and administering pay to their employees.
  • Provides personnel services and programs, consultations, and assistance in the areas of organization structure, work design, pay administration, rewards, incentives, recruitment, performance management and professional development.
  • Develops and maintain the Personnel Policy Manual, which shall contain the policies adopted by the State of Virginia and the Sheriff’s Office with any administrative instructions necessary for their implementation.  Administrative instructions will follow and be referenced to applicable sections of the Policy.  Responsible for issuance of policy manuals to employees and updating policy changes.
  • Makes promotion, demotion, separation and other personnel-related decisions for payroll
  • Makes salary decisions under appropriate provision of the State Compensation Board
  • Develops organizational structures and staffing levels based on departmental goals and budget requirements
  • Responsible for communicating any changes involving personnel issues to all employees
  • Orientates newly employees of the benefit package
  • Liaison for the city of opening enrollment for benefits
  • Files disability and workman’s compensation
  • Maintains personnel records for all employees and interns 

Maintains time, attendance and leave records for department employees

  • Maintains current listing and pertinent information of employees (i.e. social security number, address, telephone number)
  • Responsible for conducting vehicle inspections and reporting deficiencies
  • Adheres to all policies, procedures, guidelines and directives of the office on an ongoing basis
  • Be dependable and meet acceptable attendance requirements at all times
  • Protects confidential information by preventing unauthorized release, both verbal and/or writing
  • Disseminates information as it is given by the Department’s Administration
  • Completes Job Performance Evaluations as required by policy
  • When applicable, commends and/or follows disciplinary actions for all deputy sheriffs
  • Follows all Federal, State and Local laws
  • Performs any other tasks as required.

  • EDUCATION AND EXPERIENCE Successful completion of the requirement for graduation from a four (4) year college or university with a Bachelor’s Degree in Human Resources, Public or Business Administration, the Social Sciences, Finance or a related field.  Qualifying experience may be substituted on a year for year basis for the education requirement.

ENVIRONMENTAL HAZARDS   The job may risk exposure to extreme heat and/or cold, wet or humid conditions, noise, fumes, odors, moving machinery, electrical shock, traffic and toxic or caustic chemicals. Risk of exposure to bio-hazard communicable diseases and bodily fluids.   

PHYSICAL AND DEXTERITY REQUIREMENTS   Must have the capability to hear, speak and see to communicate with the general public. Must have the strength and ability to apprehend, subdue and restrain criminal offenders. Physical exertion may be required to climb stairs and over walls, run, bend, twist, reach, crawl through tight spaces, kneel in confined areas; sit for prolonged periods of time; move/push/pull or lift heavy objects exceeding 50 lbs; Subject to 24-hour call back for emergencies. Requires operation of standard office equipment.
