Description

Under the general direction of the Code Administration/ Building Official and the Community Development Director, investigates municipal license code violations, and surveys the city for unreported code and ordinance violations. Responds to reports of alleged code violations. Works independently in the field, making decisions requiring the use of technical judgment, discretion and diplomacy. Position requires flexible schedule involving weekend assignments. During occasions of local emergencies, this position shall be required to perform emergency tasks which may result in extended work hours as well as extended periods of time away from family members.   This is a professional position responsible for a variety of inspections to ensure compliance to and identification of violations of City codes, ordinances and regulations.  The position deals with the public on a daily basis, as well as coordination with other staff members and other City Departments. Work involves active participation in related code enforcement activities and compliance with environmental restrictions.  Employee works independently, making decisions requiring the use of technical judgment and discretion.

Examples of Duties

  • Maintains a continuous investigation of all business activities in the city for compliance to proper occupational licensing regulations.
  • Working knowledge of the City’s Codes and Ordinances.
  • Investigates and inspects violations and possible violations of municipal license codes and other   codes and ordinances.
  • Investigates and inspects construction sites for the proper installation of silt fence for stormwater, dust, mud and trash control in compliance with NPDES regulations.
  • Working knowledge of the Pinellas County Landscape maintenance Best Management Practices.
  • Inspects and make recommendations for all tree removal permits and inspects replants when required.
  • Prepares reports of City code and ordinance violations, and possible violations.
  • Prepares reports of City code and ordinance violations, and possible violations.
  • Inspects possible Building Permit violations.
  • Prepares and submits monthly activity reports as requested.
  • Communicates effectively with the public to assure an understanding of various codes and ordinance regulations. Explains requirements for the codes and regulations, and responds to requests for assistance by the public.
  • On a daily basis, handles citizen complaints regarding code and ordinance violations with efficiency and tact.
  • Investigates and prepares cases of code and ordinance violations for consideration by the city Special Master. 
  • Files cases and testifies in cases of code and ordinance violations at meetings of the city Special Master Hearing.  
  • Testifies in court as required.
  • Posts meeting notices.
  • Delivers Council/ Board packets as requested.
  • Accesses, inputs and retrieves information from a computer.
  • Interacts with other City Departments as needed.
  • Investigates ordinance violations, prepares and serves violation letters and notices.
  • Documents evidence, prepare reports.  Provide affidavits and testimony as required for enforcement proceedings. Provides follow up on enforcement decisions to insure compliance. 
  • Performs research related to City Codes and Ordinances, as well as previously approved development plans.
  • Establishes and maintains working relationships with state and county agencies, developers, contractors and general public.
  • Maintains accurate records of inspections activities and violations.
  • Undergoes training and certification in various applications related to code enforcement.
  • Performs other job-related duties as assigned and as necessary and consistent with the position.

Qualifications

Required Skills/Abilities: 
High school graduation or possession of an accepted equivalency diploma required (GED).   Ability to communicate clearly, orally, and in writing. Knowledge of municipal codes and ordinances. Knowledge of municipal license code regulations. Ability to enforce municipal codes and ordinances impartially and with firmness and tact. Ability to handle complaints in a courteous and efficient manner. Ability to work independently and make sound decisions on well established procedures and municipal regulations. Ability to become certified as a Code Enforcement Officer within twelve (12) months from the date of hire. Experience in public safety or law enforcement with zoning experience preferred. Ability to establish and maintain activity files, and prepare reports as requested. Ability to establish and maintain effective working relationships with other employees and the general public.  Ability to become a NPDES Certified Stormwater Management Inspector within twelve (12) months of hire date.  Ability to become certified in the Pinellas County Landscape management Best Practices within twelve (12) months of hire.  
 
Licenses, Certifications or Registrations:
Possession of valid Florida Driver’s License. Certification as a Level 1 Code Enforcement Officer by the Florida Association of Code Enforcement preferred.
 
Physical Requirements: 
Ability to communicate, both orally and in writing. Ability to utilize all tools, and equipment necessary in carrying out the functions of this position.  Ability to utilize a computer and the related software programs in use by the Department and/or as may be required by the City. Job tasks require walking, lifting and carrying of moderate weights (15 to 45 pounds).  Ability to work a flexible schedule, including weekends, and evenings.
 
Working Conditions:
Work is performed in both indoor and outdoor conditions. Exposure to heat, cold, dust, fumes, noise, and varying and inclement weather conditions. Occasionally works at heights of up to seventy-five (75) feet.
