Summary
The Executive Director of Facilities Management is responsible for providing a physical learning environment that is clean, safe, well maintained, compliant, attractive, and functional.
Qualifications - A Bachelor's degree is preferred.
- IASBO certifications of Certified Professional Maintenance Manager (CPMM), Certified Professional Supervisor (CPS), or Facilities Management Designation Program (FMDP) are also preferred.
- Minimum of 8 years of successful experience as District Construction, Building & Grounds Coordinator of a school district or equivalent industry experience; must have experience with significant construction and renovation projects in schools.
- Must have experience with combining new systems/mechanicals with existing systems/mechanicals and documenting appropriately.
- Must have experience with successful planning and implementation of preventative facility maintenance.
- Must have effective communication, documentation, supervisory and long range planning and budgetary skills

Essential Functions

- Provides oversight and leadership for all District 113 facility operations personnel, maintenance and construction projects.
- Demonstrates traits of effective leadership and possession of an educational philosophy compatible with the educational goals of the school district.
- Possess excellent oral and written communication skills and interpersonal relation skills using tact, patience, and courtesy.
- Promotes and follows the Board of Education policies and district procedures.
- Coordinates construction projects to ensure minimal impact on the schools and acts as District 113’s liaison with architects, engineers and contractors.
- Attends all construction meetings and is the liaison for District 113 in all construction matters.
- Reviews and analyzes bids, administers pre-construction meetings and provides recommendations to the Assistant Superintendent for Finance.
- Works with the building managers and assists in developing the annual budget for buildings and site maintenance, modifications, equipment, services, and supplies especially as it relates to the construction project.
- Develops uniformity throughout the district in maintenance, custodial and grounds services.
- Develops program needs based on significant changes in facility upkeep, current education trends in terms of facility needs, regulations and facility operations best practices for the purpose of evaluating alternatives, and developing and implementing change.
- Works with the building principals and administrative staff in developing, planning and executing the District’s 10-year capital projects list.
- Works with the building facility coordinators and building managers on the public use of the District’s buildings and grounds.
- Updates and ensures proper implementation of the preventative maintenance program for our buildings and equipment.
- Collaborates with a wide variety of internal and external groups (e.g. staff, regulatory agencies, professional services, contractors, community organizations, etc) for the purpose of implementing program components, creating long and short term plans, and addressing organizational objectives.
- Monitors efficiencies of all mechanical systems.
- Develops and maintains files for all buildings. These files should contain blueprints, plans, specifications, as built drawings, contracts, bids, and other pertinent information relative to construction, maintenance, and operations.
- Collaborates with the building managers in the recruitment, training, coordination, and supervision of all custodial, maintenance, and security personnel.
- Continues to monitor an indoor air quality program and response plan with the building managers.
- Works with the administrative staff and building managers to ensure the maintenance of district-wide security systems, fire alarm systems and energy conservation procedures.
- Administers regulatory compliances from state and local agencies as they affect operations and building and grounds.
- Facilitates and/or participates in a wide variety of meetings, workshops and seminars (e.g. board meetings, district meetings, professional development, community, etc.) for the purpose of conveying and/or gathering information required to perform functions.
- Administers District 113’s health/life safety program for all buildings and performs necessary internal testing.
- Supervise the removal of snow and ice so that safe conditions exist and schools can open in a timely manner.
- Acts as District Integrated Pest Management Coordinator. Assures the district is in compliance under this mandated set of regulations.
- Coordinates and monitors performance of vendors.
- Maintains intergovernmental agreements and relationships.

- Oversees the successful completion of all annual safety inspections for each building in compliance with Illinois school code.
- Serves as a member of the Superintendent’s Cabinet.
- Works with the Assistant Superintendent for Finance regarding facilities budgets, management, and spending.
- Prepares Board reports and presentations regarding facilities and aligned budgets and resources.
- Performs other tasks and responsibilities as assigned by the Superintendent

Communicates clearly both in oral and written format with all constituents of the District 113 community. Effectively present information and respond to questions from constituency groups. Apply knowledge of current research and theory in a specific field. Establish and maintain effective and collaborative working relationships with students, staff and the school community. Perform duties with awareness of all district requirements and Board of Education policies.
Mathematical And Technical Skills
Calculate figures, estimates, proportions, percentages, and cost projections. Apply concepts of basic algebra and geometry. Strong technology skills, including standard Microsoft Office suite / Google Workspace, financial management, and data analysis. .
Reasoning Ability
Define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of verbal and written instructions and deal with multiple abstract and concrete variables.
Contacts Outside Your Own Department
Build positive relationships with constituents of the District 113 community that includes, teachers, school staff, administrative team, Board of Education, guardians, students, and private providers.
