Job Summary

Under the general direction of the Deputy Director, the Fleet Manager is responsible for ensuring the functionality and safety for the Calhoun County Road Department (CCRD) fleet. The role assists with budgeting and capital planning; provides oversight and quality control/quality assurance of fleet maintenance operations and personnel.


Primary Duties & Responsibilities

  1. Plans, coordinates, schedules, manages, and oversees daily fleet maintenance activities, Including Mechanics Daily Work Schedules, and service call rotation schedule.

  2. Manages, plans, coordinates, assigns, and monitors all work activities of the mechanic’s shop maintenance staff and mechanic projects and schedules. 

  3. Ensures all fleet equipment is in good working condition and completing repair requests promptly.  Inspects and monitors the condition of all fleet assets and maintains

  4. records.

  5. Develops and/or modifies vehicle and equipment preventive maintenance practices to minimize downtime and maintains computerized recordkeeping system.

  6. Inspects vehicles and equipment for safety and red-tagging unsafe equipment and coordinating necessary maintenance.  

  7. Reviews, prioritizes, and approves daily repair orders, collaborating with Operation Supervisors on vehicle and equipment maintenance.

  8. Assists in diagnosing and solving equipment repair problems.

  9. Inspects and ensures repaired vehicles and equipment are test driven - to verify successful repairs.

  10. Utilizes computer systems to maintain accurate fleet management records, expenses, and performance data.

  11. Coordinates with vendors for quotes, outside repair work, warranty work, etc., and follows up on the status of equipment repairs and purchases.

  12. Requests purchase orders for fleet maintenance and repair services and parts.

  13. Reviews and approves all shop, vehicle, and equipment maintenance invoices for proper expense reconciliation.

  14. Maintains for shop cleanliness and safe work practices in the shop and yard. Conducts administrative tasks including review of timesheets, repair orders, vehicle condition

  15. reports, etc.

  16. Prepares cost analysis, spreadsheets, and periodic management and operational reports for fleet maintenance.

  17. Evaluates and recommends enhancing fleet maintenance effectiveness and output.

  18. Assists with the preparation of the capital improvement plan and bid specifications for vehicles and equipment purchases, coordinating with Contracting and Finance 

  19. Department.

  20. Stays informed technology advancements, regulations, materials, methods, techniques, and equipment as it relates to fleet repair, maintenance. 

  21. Maintains communication with operations personnel regarding the status of ongoing repairs by providing daily assignment schedule to mechanic staff.

  22. Attends board meetings, conferences, and educational or training meetings as required.

  23. Implements approved policies and procedures, proposing improvements to enhance organizational effectiveness. 

  24. Maintains proactive, regular communication, assistance, and exchange of information with CCRD team members in administration, operations, engineering, and fleet 

  25. maintenance.

  26. Supports and administers a positive and energetic workplace culture, assisting with personnel tasks such as coaching, performance counseling, and disciplinary action. 

  27. Provides maintenance and project updates to Deputy Director and Managing Director.

  28. Coordinates with the Deputy Director fostering and furthering intergovernmental partnerships.

  29. Other duties as may be assigned.

Qualifications

  • High School Diploma or GED required. Vocational training and certifications in automotive maintenance, diesel equipment, hydraulics, and electronic technology related to heavy equipment are required. An associate degree is preferred.


  • A minimum of five to seven years of experience is required in the diesel and heavy equipment repair/maintenance industry, or an equivalent combination of experience and education. Supervisory experience working with unions is a preferred. 


  • Possession of a valid Michigan vehicle operator’s license with a Commercial Driver designation (CDL-A with N endorsement).

  • Ability to work effectively with individuals and groups from a variety of identities, cultures, backgrounds, and ideologies.

Capability to read and interpret documents such as equipment schematics and diagnostic drawings.   Ability to write routine reports and correspondence.  Ability to effectively present information and respond to questions.   Interpersonal skills necessary to provide courteous and accurate information and responses to various levels of personnel, agencies, officials, vendors and citizens.


  • Good problem-solving, critical thinking and analytical abilities to define problems, collect data, establish and analyze facts, draw valid conclusions, understand the issue and make recommendations.  


  • Computer skills necessary to effectively utilize word processing, database, spreadsheet and software applications for the creation and compilation of various documents, communications, reports and records.   Proficiency using a smartphone, a tablet PC, the Internet, and e-mail.


  • Extensive knowledge of the road construction industry, related equipment/parts/materials, and construction practices.


  • Exceptional organization, time management and multitasking abilities.


  • Keen attention to detail.


  • Mental ability to frequently handle simultaneous projects requiring concentration and attention to detail with occasional distractions due to operational and personnel changes. 


  • Incumbent is periodically required to handle pressures related to meeting deadlines, fulfilling scheduling requirements, etc. 


  • This position provides direct supervision including hiring, discipline, training/development, and termination of up to 15-19 employees 


  • Maybe included in Supervisor On-call rotation schedule.
