The Assistant Fire Chief of Operations is responsible for the day-to-day management and oversight of all Fire Department operations, including fire suppression, rescue operations, and specialized units, with heavy emphasis on emergency medical services. They will be responsible for ensuring an efficient response to incidents while prioritizing life, safety, and property protection; and will design and implement training programs to ensure operational readiness across the Department. This position will supervise and lead the daily activities of the Fire Captains, Lieutenants, and front-line staff. Additionally, this position will develop operational strategies, assist in developing and managing the Department’s budget, and assist in apparatus/vehicle design and maintenance, along with station maintenance. They will coordinate with the Assistant Chief-Fire Marshal on directing the crews to conduct fire inspections/prevention, and public education activities.

TASKS AND DUTIES
Perform a variety of tasks in support of Fire and EMS operations, which may include but are not limited to:
- Works with Command Staff and Fire Captains to evaluate Department emergency response operations and strategies to proactively develop and implement short-term as well as long-term initiatives to ensure operational excellence.
- Keeps pace with industry standards and practices within the confines of available resources, maintains a high level of industry acumen by staying abreast of developments and innovations related to all emergency response operations (EMS/ALS and Fire, etc).
- Develops and reviews EMS protocols, working with the Department’s personnel to ensure that the Department is providing the most up-to-date Advanced Life Support Care.
- Ensures the Department’s EMRA license is maintained in accordance with state regulations.
- Oversees the Department’s QC/QI program by reviewing all incidents, creating an educational process rather than a punitive one, while ensuring the Medical Director involvement.
- Assists with preparing the Fire Department budget.
- Develops, reviews, and oversees department training, working with the Department’s staff to ensure they are getting the required yearly training to meet ISO, OSHA, and NFPA standards.
- Oversees maintenance, and inventory of all fire and EMS related equipment, including vehicles, communication equipment, PPE and other department related equipment.
- Assists in the recommendation for purchasing all fire and EMS related equipment including computer equipment, safety equipment, and apparatus.
- Participates in ongoing education/training in order to maintain current knowledge of firefighting, EMS, safety, and prevention procedures.
- Responds to fire, EMS, and other incidents for service; may act as Incident Commander, Fire Safety Officer, and/or fill in as a Paramedic as needed.
- May assume command of the Department in the absence of the Fire Chief.

- Establish and maintain positive working relationships with supervisors, co-workers, other City employees, community representatives, property owners, and the general public.
- Read maps and locate addresses in assigned areas.
- Perform all tasks and duties under adverse weather conditions.
- Utilize tact, self-restraint, judgment, and strategy in dealing with a wide variety of people. Deal with distraught people in a professional and sensitive manner.
- Communicate effectively, both in verbal, written and presentation format.
- Ability to report to work during regular business hours Monday through Friday from 8:00am to 5:00pm. Must be available to respond back to work for major calls on nights and weekends.
Typical Qualifications
Minimum Education/Training:
- Must currently hold, a valid State of Missouri Emergency Medical Technician Paramedic or Basic Emergency Medical Technician certification at time of employment and maintain this certification throughout the duration of employment. May not drop to a level lower than the highest level obtained.
- Associate’s Degree from an accredited college or university with major course work in a fire or EMS related program or public administration.
- Firefighter I and II classifications as defined by the National Fire Protection Association (NFPA) and the International Fire Service Accreditation Congress (IFSAC) required.
- Minimum of HAZMAT operations level as defined by the NFPA and IFSAC or approved nationally recognized program.
- IFSAC/MO State Fire Instructor 1 & 2 as defined by IFSAC and NFPA or approved nationally recognized program.
- IFSAC/MO State Fire Officer 1 as defined by IFSAC and NFPA or approved nationally recognized program.
- National Incident Management System (NIMS) courses - ICS 100, 200, 300, 400, 700 & 800.
- AED certified.
- Must possess or be willing to acquire a valid driver’s license from Missouri or Kansas.
- Must successfully complete all job-related reference checks and background investigations.
Preferred Education/Training:
- State of Missouri Paramedic license (will be required to obtain within 2 years depending on class availability).
- Bachelor’s Degree or higher from an accredited college or university with major coursework in fire or EMS related programs or public administration.
- Fire Safety Officer Certification as defined by IFSAC and NFPA or approved nationally recognized program (will be required to obtain within 1 year).
- Live Fire Instructor as defined by IFSAC and NFPA or approved nationally recognized program (will be required to obtain within 1 year).
- Fire Instructor 3 as defined by IFSAC and NFPA or approved nationally recognized program (will be required to obtain as soon as class is available).
- Fire Officer 2 and 3 as defined by IFSAC and NFPA or approved nationally recognized program. (will be required to obtain FO2 within 2 years and FO3 within 4 years).
- IFSAC/MO State Fire Inspector 1 as defined by IFSAC and NFPA or approved nationally recognized program.
Skills/Experience:
- Ten (10) years of experience in the firefighting field, including eight (8) years of increasingly responsible experience in an agency providing a full range of Fire Services and Emergency Medical Services, including five (5) years of management and administrative responsibility at the level of Captain or above.
- Preference given to those who have experience in the rank of a Chief Officer or above.
- Preference given to those having experience providing Advanced Life Support care.
- Significant knowledge of the principles, practices and methods of modern firefighting and advanced life support activities.
- Demonstrates they maintain knowledge in the technology associated with modern firefighting and Advanced Life Support activities.
- Demonstrated proficiency in computer skills, Microsoft Office Suite (Word, Excel).
- Demonstrated excellent written and verbal communication skills.
