Beach Captain - Beach Safety

Major Functions

The County of Volusia is seeking a Captain for the Beach Safety Division. This position is located in Daytona Beach, Florida. Highly responsible work managing and directing all aspects of their assigned districts within the Beach Safety division through oversight and direction of beach safety ocean rescue and EMS personnel responsible for the prevention of swimming injuries or death; protection of life and property on the beach; and the preservation of natural resources and wildlife.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)

  • Oversees of all aspects of their assigned areas, allowing the day-to-day direct supervision to be handled by the lifeguard supervisor. This would include monitoring email, phone, text, radio traffic, and all other computer and electronic aids available.
  • Plans, assigns and supervises the work of all assigned employees.
  • Provides daily direction to division scheduler.
  • Ensures daily inspections of the districts and beach equipment are completed.
  • Ensures completion of daily, weekly, and monthly district equipment inventories.
  • Coordinates any problems with the Beach Director or Beach Deputy Chiefs.
  • Conducts daily briefings with shift supervisors to ensure shift continuity.
  • Coordinates and prepares district agenda items for weekly and monthly meetings.
  • Prepares supervisor evaluations and reviews employee evaluations prepared by shift supervisors.
  • Weekly reviews and corrections of timecards for shift supervisors and review of line employees’ timecards in their districts.
  • Ensures all reports and paperwork within their assigned areas are completed and approved daily.
  • Ensures all other daily logs are scanned and saved properly.
  • May be assigned as the Acting Beach Deputy Chief in their absence.
  • May be assigned public relations duties such as the division media contact Public Information Officer (PIO).
  • May act as the division liaison for public relations and community information.
  • May be assigned primary duties as training supervisor for all aspects of division training.
  • May be assigned oversight of special units. (e.g. Field Training Instructor (FTI), honor guard, hurricane shelters, vessels, maintenance, etc.)
  • If assigned, will ensure the division follows the requirements set forth by Volusia County Emergency Medical Director.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Minimum of six (6) years of experience in ocean rescue and beach operations with a minimum of two (2) years experience in a leadership role at the level of Beach Sergeant, or equivalent, or higher. Leadership experience should include planning, directing, and coordinating Ocean Rescue and Beach operations or activities in a large local, state or federal park/recreation system or similar activity which involves working extensively with local officials and the general public.

A comparable amount of education and training may be substituted for the required experience in ocean rescue and beach operations but cannot substitute for supervisory experience. Leadership experience should include planning, directing, and coordinating Ocean Rescue and Beach operations or activities in a large local, state or federal park/recreation system or similar activity which involves working extensively with local officials and the general public.

Must have and maintain State of Florida EMT certification or be able to obtain and maintain State of Florida EMT certification within 6 months of hire.

Must meet semi-annual physical ability requirement of a 500-meter swim of a measured course in ten (10) minutes.

Must possess and maintain a valid driver’s license.

Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.

Note

  • Incumbents assigned to this classification are not eligible for special assignment pay.
  • This position is mission essential and must be available for on call duty during emergency situations/activations.
  • It is this organization’s policy that individuals hired into special risk positions may not use any form of tobacco at any time, whether on or off duty, as a condition of employment. Candidates must be nicotine-free by the time of pre-employment physical/drug exam, including nicotine-containing products used in tobacco replacement therapies.
  • Employees assigned to this position are subject to random alcohol, drug, and tobacco screening.

Knowledge, Skills & Abilities

  • Knowledge of approved water rescue methods and specific first aid techniques.
  • Knowledge of the Unified Beach Code.
  • Knowledge of effective supervisory practices and procedures.
  • Knowledge of Volusia County Emergency Medical Services (EMS) Protocol and Division Policy & Procedures Manual.
  • Ability to extend a hospitable attitude toward visitors and customers on the beach ensuring they will have a safe and enjoyable stay and want to return for future visits.
  • Ability to exercise tact, firmness and good judgment in addressing rules and regulations.
  • Ability to react quickly and calmly in emergencies.
  • Ability to minimize and contain dangerous situations.
  • Ability to recognize emergencies and to take effective action.
  • Ability to supervise subordinate personnel engaged in aquatic rescue and EMS functions.
  • Ability to interact effectively with others.
  • Ability to perform under stressful conditions.

Ada Requirements

Physical Demands: Heavy to very heavy work. Ability to hear, see, (color perception; visual acuity and peripheral vision), talk, run, walk, stand, kneel, crawl, lift, pull, push at least 150 pounds, grasp, feel. Ability to affect a water rescue through running and swimming.

Environmental Demands: Outside work. Exposure to inclement weather including humidity, heat, cold, rain, wind, sand and salt air.

Mental Demands: Ability to read, comprehend and apply information contained in medical documents, statutes, ordinances, instructions and manuals. Ability to speak clearly and concisely. Ability to perform basic mathematical functions. Ability to write documents relaying information, data.
