DEVELOPMENT ANALYST - ECONOMIC DEVELOPMENT

Lead in researching and monitoring policies at the local state and national level associated with economic development, which will support the development of county wide economic development strategies and initiatives. This role also serves as a key project lead for economic and/or workforce development programming and strategy implementation. This work includes owning project specific planning and facilitation, convening industry, training, and education partners, and supporting sector data and communication activities.

Job Duties

STATEMENT OF ESSENTIAL JOB DUTIES

  • Research local, state, and national economic development policies and analyze potential impacts and/or opportunities to countywide workforce, tourism, and economic development work.
  • Produce and present policy memos to leadership and make recommendations to support tactical and strategic decision making.
  • Support the implementation of economic development strategy documents, including the Future Workforce Alliance Workforce Development Strategic Action Plan and Strategic Tourism Plan. Make recommendations for sector alignment with the Snohomish County Comprehensive Plan.
  • Act as project lead for economic development programming and/or special projects. This includes managing requests for proposals/qualifications (RFP/Q), overseeing third party contract compliance and deliverables, and collecting ongoing program reporting.
  • Help lead board and commission management and engagement, such as with the Future Workforce Alliance, the Tourism Promotion Area Advisory Board, and the Lodging Tax Advisory Committee.
  • Serve as liaison between external partners and the Snohomish County Economic Development division. Represent the County in convenings with partners, such as work groups, roundtables, and conference calls with local and regional partners to engage with businesses, industry associations, training providers, education, and other workforce development and industry partners.
  • Work with the economic development team to use data to identify opportunities for new programs or policies to support workforce and tourism development in Snohomish County.
  • Conduct research on economic development funding models used by peer regions. Use data and research to support the process of applying for funding opportunities.
  • Develop and distribute communications based on research and analysis as needed.
  • Assigns and reviews the work of specialist level employees as required; advises, assists, and trains specialists as necessary.
  • Performs related duties as required.

Minimum Qualifications

MINIMUM QUALIFICATIONS

A Bachelor's degree plus three (3) years of experience in economic or workforce development, intergovernmental operations or a closely related field; AND two (2) years of policy research and analysis, OR, an equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job-related tests.

SUPERVISION

Employee reports to a subject matter manager as assigned. The work is performed with considerable independence and is reviewed through meetings, periodic status reports and results obtained.

WORKING CONDITIONS

The majority of the work is performed in the usual office environment with field trips to worksites throughout Snohomish County. Some out of county travel may be required.

The employee may be required to work evenings, weekends, and holidays as necessary.

Healthcare Premiums

  • Regular full-time employees: If you work 35 or more hours per week, you will pay these monthly premiums for medical insurance. The County pays the monthly premiums for vision, dental, and basic life insurance.
  • Regular part-time employees: If you work between 20 and 34 hours per week, you will pay pro-rated monthly premiums for medical, dental, vision, and basic life insurance. The County's contribution toward the premium for an employee in a regular part-time appointment will be pro-rated in an amount equal to the F.T.E. percentage the employee is assigned.
