This is a highly responsible, advanced technical, and supervisory position in the Building Division within the Planning and Development Department. This position works in concert with the Engineering, Zoning and Code Enforcement Divisions. The Chief Building Official directly supervises and provides guidance to the Permit Coordinators and Inspectors. This position manages external contracts with outside plans examiners, inspection agencies and Boards of Health. This position coordinates the Building Division activities with other City departments, including the Fire, Electric and Water Departments.
SUPERVISION
Work is performed under the general supervision of the Director of Planning and Development and the Deputy Director of Planning. Additional guidance is received from City Codified Ordinances and the Ohio Building Codes and their referenced standards. Supervision is exercised over other building inspectors and secretarial staff. Work is reviewed through performance appraisals, meetings, reports, and analysis of results obtained.
Essential Functions Of Work
(May not include all duties performed.)
Conducts inspections of residential, and commercial properties rough and final to assure compliance with municipal, state, and national building codes and to identify defects in structure; checks framing, plumbing, heating ,electrical and ADAAG; writes up all deficiencies; re-inspects all corrections; utilizes city vehicle to drive to various inspection sites.
Reviews and approves construction plans prior to construction for residential and commercial buildings to ensure compliance with established building codes; forwards commercial plans to examiner; calculates applicable fees for building permits.
Directs, oversees, assigns, and evaluates the work of inspectors performing plumbing, field building, certified backflow, and electrical inspections; conducts meetings; assigns and reviews work assignments; provides training and development; prepares employees for state certification; assists with problem solving; conducts annual performance appraisals; makes pay recommendations; interviews, hires, promotes, and handles disciplinary actions, as needed.
Compiles data and prepares reports for certified street numbering; documents all plats, annexations, and isolated instances; encourages home owners to install their street number on the front of their house.
Issues building permits; provides correction information; issues violation notices such as stop work, approval, and red tags; conducts follow-up inspections; issues and authorizes final certificate of occupancy.
Maintains State Certification in all areas of inspections.
Consults with architects, engineers, builders, contractors, and owners regarding the provisions of the building codes, ordinances, laws, and design criteria and requirements; makes recommendations and solves construction problems; reviews construction plans; works with plumbing, electrical, mechanical, and zoning inspectors on final inspections, problems, and permits; makes recommendations for procedural and code changes.
Receives and responds to complaints from the public both verbally and in writing; answers questions from the public, realtors, contractors, architects and builders.
Maintains records and prepares statistical, written and oral reports on activities; prepares inspection, building, federal census, and yearly reports.
Manages accounting and payments for daily permits, all permits, contractors and refunds as needed in accordance with all City policies and procedures.
Ensures safety practices are followed and adhered to by department personnel.
Maintains a working relationship with outside agencies, professional organizations, and other departments such as Fire Prevention, Water Department and the Electric Division.
Attends meetings as required; attends seminar, conferences, and training sessions when requested; reviews trade bulletins, publications, etc. to remain current on developments in the field.
Performs other related duties as assigned.
Minimum Requirements Of Work
High School diploma and possession of a valid State of Ohio certification as a Building Official and Residential Building Official. Additional certifications are highly desired; A valid Building and Residential Official Interim certification issued by the Ohio Board of Building Standards may be considered, with the provision that a permanent certification as a Building Official and residential Building Official will be obtained by the end of the probationary period. A Bachelor's or Associate's degree in construction management, architecture, engineering or a related field is highly desired.
Thorough knowledge of the principles and practices of the building construction industry.
Thorough knowledge of the methods, materials and techniques used in building construction.
Thorough knowledge of electrical systems, HVAC systems, and plumbing systems.
Thorough knowledge of the various codes to be enforced.
Knowledge of principles and practices of effective supervision.
Knowledge of safety practices and procedures.
Ability to supervise the work of others.
Ability to keep records and to prepare reports including related financial reports.
Ability to inspect buildings where work is being performed, write up deficiencies, reinspect corrections and determine adherence to code.
Ability to review plans and detect code violations.
Ability to establish and maintain effective working relationships with supervisors, subordinates, other employees, contractors, engineers, architects, owners and the general public etc.
Ability to communicate effectively, both orally and in writing.
Ability to respond to complaints in a professional manner.
Ability to walk on rough terrain, climb stairs, and traverse through active construction sites and buildings.
Necessary Special Requirements
Possession of a valid Ohio driver's license.
Class I Building Official Certification.
Health Benefits
Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
