GENERAL STATEMENT OF JOB

Responsible for the overall planning and implementation of operations and projects connected with the development and improvement of airport facilities and properties in accordance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Florida Department of Transportation (FDOT), environmental, and all other regulatory and security requirements as governed by the County Ordinances relative to the general aviation (GA) airports including the GA Rules and Regulations and Minimum Standards.

EXAMPLES OF WORK

  • Assists the Airports Deputy Director with all administrative and technical functions associated with all aspects of managing the general aviation airports. Maintains the GA airports for safe aircraft and ground operations, security, Safety Management System (SMS), Airports Master Plans, Airport Layout Plan updates, Stormwater Prevention Pollution Plans, and Spill Prevention Control and Countermeasures Plans (SPCC).
  • Develops and implements goals, objectives, policies and priorities for assigned programs and recommends and administers policies and procedures. Interprets and provides staff direction on policy and procedures.
  • Manages the implementation and adherence to the Airport Security Plan for each GA airport.
  • Manages GA airport emergencies and coordinates airport related requirements with emergency services providers. Coordinates aircraft rescue and firefighting services through the Destin Fire Control District or North Okaloosa Fire Department and acts as liaison to other entities including the FAA, air traffic control, National Weather Service, and contract personnel on airfield operations.
  • Enforces Federal, State and local rules and regulations governing airport use outside the area of authority of the Federal Aviation Administration (FAA) or FDOT and recommends or promulgates modifications in existing rules.
  • Manages the Airport’s environmental compliance function including compliance and permitting.
  • Originates, develops and recommends long range plans and policies for development and construction of airport facilities and properties under the direction of the Airports Deputy Director. Assists the Airports Deputy Director on all site and facility planning, engineering, and construction activities for Bob Sikes Airport and Destin Executive Airport. Effectively controls the costs, quality, and timeliness of major improvements at the Airport by managing and directing allocated resources established for the design, development, and maintenance of Airports property and facilities. Liaises with all GA airports tenants and provides initial review of all applications for airport tenant modifications.
  • Develops and submits annual administration, operations, maintenance, security, general aviation and capital construction budgets to the Airports Deputy Director as they pertain to the GA airports. Monitors budget expenditures for the GA airports; recommends adjustments to ensure the airports are financially self-sufficient. Provides assistance as required in review of financial operating reports for the Airports Director or Deputy Director.
  • Motivates, evaluates and oversees the work of personnel at the GA airports; corrects deficiencies and establishes quality assurance and development; targets improving current methods and procedures.
  • Identifies goals and objectives; ensures personnel are trained using the proper methods and procedures for assigned duties.
  • Manages day-to-day general activities of the Destin Executive (DTS) and Bob Sikes (CEW) Airports; assures overall effectiveness of airfield operations, compliance with lease agreements, regulatory compliance, and general aviation business administration. Improves overall efficiency and profitability of general aviation airports.
  • Facilitates the preparation of plans for airport operations and improvements. Prepares requests for proposals and contract writing as needed. Coordinates with airport senior management and directs a multi-discipline team of professional staff for any GA airports projects. Coordinates the design review process with all stakeholder departments and conducts development meetings during project construction in coordination with the Projects Manager and Airports Deputy Director. Works with the Compliance Manager to enforce vendor contracts, lease agreements, and commercial operating agreements.
  • Liaises with the Airports staff; airport tenants; companies; other County departments; federal, state and local governmental agencies; legislative bodies; consultants; and interested groups regarding planning, engineering, and construction activities on GA airport properties.
  • Provides technical expertise and interpretation of data, including proficiency with GA flight activities.
  • Manages airside and landside operations through AOC communications staff and operations personnel.
  • Assures current and future operational and maintenance needs at the GA airports; monitors security programs, maintenance, inspections, safety hazards on the GA airports that need to be resolved and related activities
  • Plans and reviews building, land, and equipment maintenance and protection.
  • Supports program operations outside of normal business hours, to include long days, occasional evenings, and some weekends.
  • Acts in the Airports Deputy Director’s absence.
  • Performs other duties as assigned.

Minimum Qualifications

Education, Training, and Experience: Bachelor’s degree in Aviation Management, Business Administration or closely related field; supplemented by seven (7) years of progressively responsible experience related to civilian general aviation public use airports; five (5) years of which shall be in a supervisory/management capacity; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Must possess knowledge applicable to FAA, FDOT and TSA rules and regulations pertaining to airport certification and management. Experience working in General Aviation airports is preferred but can be supplemented by experience at a civilian Part 139 certified airport that has one or more fixed base operators (FBO). Experience with lease management, supervision of airport construction projects and heavy interaction with multiple types of tenants preferred. Experience with Microsoft Word, Excel, and Project preferred.

Licenses and/or Certifications: Requires a valid driver license. Must be able to obtain and maintain an airport issued Secure Identification Display Area (SIDA) badge. American Association of Airport Executives (AAAE) certified member (C.M.), Airport Certified Employee (ACE)—Operations, and Airport Security Coordinator (ASC) certifications preferred; Private pilot’s license (multi-engine) preferred.

Other Requirements

Physical Requirements: Must be able to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push and pull, or otherwise move objects. Is exposed to very loud noise level occasionally. Must be able to sit for sustained periods of time. Must be able to move about office and airport complex. Tasks are essentially those of sedentary work.

Language Ability: Requires the ability to communicate effectively in English and a variety of technical languages used within the parameters of the job, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar. Must be able to speak with clarity, voice control and confidence and to articulate information to others.

Intelligence: Requires the ability to apply principles of airport administration and common sense understanding to carry out detailed and involved written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret information.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, determine percentages and decimals.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
