Description

This position performs specialized administrative work associated with collecting delinquent taxes, levying on and seizing real and personal property, for subsequent tax sales and assisting the Delinquent Tax Collector in the auctioning of seized property.

The principal duty of this position is to perform collection and enforcement of delinquent accounts in accordance with SC Code of Laws, Title 12 under the authority of the Delinquent Tax Collector.   The secondary function of this position is to assist in the operations of all divisions of the Revenue Collections Department.  The work is performed under the supervision and direction of the Delinquent Tax Collector. Duties include (but are not limited to) reviewing delinquent records, conducting field inspections, investigating reported account closures, skip tracing, responding to telephone inquiries, researching and preparing reports, and verifying accuracy of delinquent accounts and correspondence.  This class is distinguished from the class of Tax Specialist I by the broader scope of responsibility due to the performance of a more complex and specific set of duties.   The nature of the work performed requires the position to maintain effective working relationships with County personnel, elected and appointed officials, state agencies, outside businesses, attorneys and the general public. The duties of this class are performed in a general office environment with extensive field work required.
Specialized Duties Required

  • Serves as the lead for the Real Estate and Mobile Home section under the Delinquent Tax Collector.
  • Coordinates communications with all bidders from the annual Delinquent Tax Sale concerning the status of the past and present tax sales, their voids, redemptions or cancellations.
  • Prepares all Quit Claim deeds and Bills of Sale for any post redemption properties as required in the SC Code of Laws.
  • Responsible for the collection, preparation, and maintenance of all elements of the tax sale related to notifications, postings, and advertisements as required by Title 12-49 and 12-51-40 et seq in relation to the entire Delinquent Tax Sale Process.
  • Responsible for the preparation and coordination of all FOIA (Freedom of Information Act) requests directed to the Delinquent Tax Collector concerning Delinquent Tax Sales, Overages, and other related inquiries from the general public.
  • Responsible for all post tax sale notifications with Bidders, Defaulting Taxpayers, Attorneys and the general public concerning the Delinquent Tax Sale. 

Minimum Qualifications

Requirements and Preferred Qualifications

  • Minimum Education:  Associate’s degree or higher from an accredited institution in Business, Accounting, Legal/Paralegal or related field; and five or more years of experience in a tax office, attorney’s office or banking institution is preferred; or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
  • Minimum Qualification - Advanced PC skills are a requirement with an emphasis on Microsoft Office and MS 365. The successful candidate must possess an extensive knowledge of the geographical layout of Charleston County.
  • Knowledge of all responsibilities in line with paralegal work, documentation, and organization as well as deed research, abstract and preparation is highly preferred.
  • Knowledge in the following areas: SC Code of laws pertaining to tax collection, lien priorities, bankruptcy provisions and computerized tax systems is highly desirable.
  • Ability to handle potentially volatile tax delinquency situations with tact and discretion is a must.
  • A valid SC driver’s license, or the ability to obtain one upon acceptance of the position is required
