DESCRIPTIVE STATEMENT:

The Tax Compliance Technician is a non-exempt position under the direction of the Tax Audit Manager.  The Tax Compliance Technician enforces the licensure, collection, and payment of city collected taxes from licensed and unlicensed businesses and carries out a variety of tax delinquency collection processes.

This job description is an overview and is intended to describe the general nature and level of work being performed.  It is not intended to be an exhaustive list of all the functions and tasks required of the position. 

DUTIES & RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

  • Reviews taxpayer accounts to determine failure to comply with appropriate ordinances and regulations
  • Researches and gathers evidence, prepares records, and reports for the Tax Audit Manager pertaining to court actions, enforcement actions
  • Drafts and prepares formal summons and complaints
  • Keeps records of violations and follows up to ensure taxpayer cures any violation
  • Performs enforcement duties in accordance with established laws, policies, and procedures
  • Issues violation notices, summons and complaints, and may testify in Municipal Court
  • Investigates businesses within the city to ensure all are properly licensed
  • Collects delinquent taxes through personal contact and legal avenues
  • Contacts delinquent taxpayers to collect late payments and assessments by phone and in person at business locations 
  • Researches and applies fundamental principles of city’s tax code and regulations
  • Conducts onsite visits to businesses to collect tax
  • Prepares and reviews tax delinquency reports on a monthly, quarterly, and annual basis to analyze trends and identify businesses that meet collection action criteria
  • Performs receipt processing for various sources of revenue and performs data entry routine transactions into computer system such as tax returns
  • Educates taxpayers and promotes compliance with the City Sales and Use Tax Code by contacting delinquent taxpayers and following established legal remedies
  • Evaluates procedures and processes to maximize efficiency
  • Coordinates tax remittance for special events
  • Reconciles special event payments
  • Provides support as needed for Accounting Technician IV, and performs duties of the Accounting Technician IV in their absence
  •  Receives, posts, and reconciles payments
  • Assists tax audit staff with sales tax audit work, including researching, analyzing, auditing, reporting, processing, surveying, coordinating, recording, customer service, and maintaining sales tax records and information
  • Calculates taxes, penalties, and interest owed
  • Accepts new work assignments and schedules work hours to meet the needs of the organization
  • Keeps supervisor apprised of issues and concerns within the organization
  • Accepts constructive input and implements suggestions for improvement
  • Follows through on commitments and notifies supervisor when unable to meet deadlines
  • Promotes a culture of safety in the workplace and reports safety hazards when observed
  • Creates an inclusive environment by acknowledging the differences, perspectives, and ideas of others


IMPORTANT FUNCTIONS: 

  • May perform duties of similar classifications of an equal or lower pay grade as required
  • May provide support as needed for Accounting Technician IV, and performs duties of the Accounting Technician IV, in their absence
  • May identify potential audits
  • May assist other departments in ensuring vendors, suppliers, or contractors are licensed and compliant
  • May assist in coordinating material for oral presentations
  • May assist in determining filing requirement change requests with auditor

Physical Requirements:


The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Must have ability to lift and move files and supplies weighing up to 30 pounds
  • Work is sedentary and done in a seated position, but requires frequent moving about, standing, bending, kneeling, reaching, or stooping to perform filing
  • Position requires the ability to input large amounts of data using repetitive motion on a frequent and prolonged basis
  • The incumbent must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents, forms, and to respond to employees and customers
  • Employees will be required to drive to businesses to meet with taxpayers

 This position requires:

  • Knowledge of and ability to use modern office equipment to include computers, printers, photocopy machines, scanners, multi-line telephone system, fax machine, calculator, and other specialized office equipment
  • Strong computer skills to include word processing, spreadsheet, presentation, communication, and research applications such as Microsoft Word, Excel, Microsoft Outlook, Internet Explorer, and other various software programs
  • Skill and ability to deal diplomatically with the public in adverse situations
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Ability to operate a motor vehicle, distinguish directions, and ability to follow all City and State traffic laws
  • Knowledge, skill, and ability to successfully perform the essential duties of the Accounting Tech IV classification
  • Ability to perform all the job duties in a safe manner
  • Working knowledge of general accounting principles
  • Knowledge of and ability to perform basic mathematical calculations, which include basic arithmetic, division, multiplication, and rudimentary statistics
  • Ability to perform all the job duties in a safe manner

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills and abilities listed above, this position requires the following:
                                 

  • A high school diploma or GED
  • Four (4) years of increasingly responsible experience in general office work to include collections or billing or legal/compliance duties 
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

SPECIAL CONDITIONS OF EMPLOYMENT: 
 
The duties in this classification are primarily performed indoors, in a comfortable office environment.  The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbents must be willing to work additional hours or overtime including some evenings and weekends.   The incumbent will be required to drive to training events and/or meetings with taxpayers.  The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies. 

All required licenses and certifications listed above must be maintained throughout the term of employment.  Failure to obtain or maintain licenses and certifications may result in demotion or termination.
