RECRUITMENT/POSITION INFORMATION
This recruitment is being held to establish an Open Eligible List to fill Sheriff's Department vacancies in this class, until the next recruitment.
THE DIVISION
The Harbor Patrol provides round-the-clock law enforcement, marine fire fighting and search/rescue services along the 42 miles of Orange County coastline, as well as within the county's three major harbors at Newport Beach, Sunset-Huntington Beach and Dana Point.
The Opportunity
The position is essential to Harbor Patrol Operations. Duties and responsibilities include, but are not limited to:
Main duties:
- Complete repainting and repair of (6) Fireboats and (9) Patrol boats.
- Sand, patch/repair, prime, and paint boat, (hull, decks, bilges, and hatches).
- Prep, prime and paint fire/rescue equipment, (fire axes, fire extinguishers and brackets, fire foam equipment, fire nozzles, and fire monitors).
- Prep, prime and paint fireboat cabin and accessories,( gauge panels, helm stations, and cabin storage).
- Applying stain and varnish to unpainted wood.
- Fiberglass repair, (repairs consist of large bottom and topside damage to small cracks and dings).
- Fiberglass newly fabricated topside parts,(hatches, cleats, and storage cabinets).
- Deck repair or removal of fiberglass. Repair fiberglass decks, non-skid and paint.
- Removal of all deck hardware before painting.
- Reinstall all deck hardware after completion of painting (handrails, chafing strips, cleats, corner guards, and stainless steel stem bands).
- Apply boat lettering (vinyl and hand painted lettering).
Hull Bottom Maintenance
- Hauling and pressure washing of boat bottom.
- Prepping and painting of anti-fouling bottom paint.
- Outdrive cleaning and painting.
- Replacing sacrificial zinc anodes.
- Clean and paint sea strainers and thru-hull scoop grates.
Painting and Repairing of Building, Garages, and Docks
- Paint inside building walls.
- Paint safety warning signage (parking lot stripping, dock warnings, and directional signs).
- Paint garage walls.
Painting, Repairing, and Maintenance of Navigational Signs and Buoys.
- Complete reconstruction of damaged buoys (foam filling, fiberglass repairing, sanding, welding, painting, and application of new reflective stickers and identification numbers).
- On site deployment of buoys, (global positioning of buoys in Newport Beach, Dana Point, and Huntington Harbors).
- On site buoy maintenance, (hauling, cleaning, chain inspection/replacement, and weight inspection/replacement).
Boat Rigging
- Install docking, towing, and storm lines (measuring, cutting, splicing and whipping).
- Cable crimping (lead crimping of all wire ropes).
Ways Cart Maintenance
- Grease and maintain wheels and railroad track system.
- Lube and grease winch cable.
- Prep, prime, and epoxy coat Ways Cart.
Associated Duties
Assist Carpenter
- Damage to boats (fiber glassing and finishing).
- Assist in installing rub rail and stem band.
- Assist in installing and repairing struts, shafts, rudders, and propellers.
- Fabrication of shelves, cabinets, racks, and holders.
Assist Mechanics
- Assist in painting of engine parts.
- Assist in removal of engines, pumps, and transmissions.
- Assist in setup and direction of crane operations.
General Duties
- Delivery and pick up of County mail (Headquarters, communications, fiscal, and all county jails).
- Delivery and pick up of fire and patrol boats between Dana Point, Newport Beach, and Huntington Harbors. Delivery by truck and trailer or by ocean.
- Inventory and stocking of paint supplies.
- Issuing of safety equipment and supplies to Inmate workers.
- Handling, storing, and properly documenting all hazardous material on site.
- Community Work Program (Inmate) supervisor, (mandatory county training required).
- Hazmat certified First Responder Operational, (Identification and control of all hazmat spills). Oil boom delivery and set up for oil and fuel spills.
- Spray booth maintenance (replacement of filters and overspray barrier).
- Fork lift operator.
- Computer input – Logging of all work orders, parts used, and labor in the county Remedy system.
- Safety Inspection – Monthly inspections of fire extinguishers, ladders, eye wash station, and forklift inspections.
- Assist Sheriff's Deputies during heavy storm work or other emergencies.
MINIMUM QUALIFICATIONS
Thorough Knowledge of
- Safety practices required to rig and use scaffolds
General Knowledge of
- Methods used in graining, rubbing, wiping and finishing with paint, stain and varnish
- Qualities and uses of paints, varnishes, shellacs, driers and filler
- Practices necessary to maintain and care for painting equipment
Ability to
- Work at the journey level preparing, painting and refinishing interior and exterior surfaces, equipment and other materials
- Judge when paints are at the proper consistency to achieve specified results
- Set up and operate spray equipment including compressors and power units
- Mix paints to achieve a desirable affect when matching or contrasting colors and textures
- Erect ladders and scaffolding to insure the safety of those working around or on such equipment
License/Certification
Possession of a valid California Driver License by date of appointment.

Environmental Conditions: Routine public contact. Painters work at various heights on ladders and scaffolding and are exposed to fumes and irritants. Must be willing to work in normal and emergency conditions.
Physical Requirements: Must have vision sufficient to determine type and texture of surfaces and be able to distinguish colors. Ability to paint while standing or sitting for prolonged periods of time; stoop, bend or twist back to paint inside of boats; kneel, squat or crawl to paint bottom of boats. Ability to walk around docks and run in the event of an emergency. Ability to work with arms above shoulder level; repetitive use of hands, arms or shoulders to paint and sand boats; lift or carry up to 75 pounds; push and pull various objects. Ability to operate various types of power tools, heavy construction equipment (i.e., forklift and cranes).
