Summary

The City of Issaquah is seeking a Budget Analyst to add to our Finance team.  Under general direction, positions assigned to this classification assist in developing annual operating and capital budgets and provide work direction and assistance to positions in the Accounting class. These positions exercise considerable discretion and independent judgement when evaluating various alternatives and making recommendations. Incumbents perform highly technical, specialized accounting functions, including research, analysis and forecasting. Positions at this level have responsibility for complex fiscal record keeping. Tasks require an in-depth understanding of the accounting and budget structures used by the City and strong analytical skills.  

DISTINGUISHING CHARACTERISTICS

This is a journey level classification located in the Finance Department. These positions exercise considerable discretion and independent judgement when evaluating various alternatives and making recommendations and exercise considerable discretion and independent judgement when evaluating various alternatives and making recommendations. The classification is distinguished from the Accountant classification by the specialized nature, and the level of complexity of the work. Incumbents may serve as technical advisors and function as leads for accounting staff. The classification is distinguished from the Budget Manager by the focus of the latter classification on administrative and operational responsibilities.

SUPERVISION RECEIVED AND EXERCISED

  • Reports to the Budget Manager or Finance Director. 
  • Works under general supervision and within standard operating procedures.

Essential Functions


  • Plans and carries out budget procedures for one or more City departments including monthly monitoring of department expenditures and revenues and communicating monitoring status to management; assisting departments in the preparation of department budgets and budget materials; reviewing and making recommendations on department budget proposals; assisting in the development of ten-year forecast estimates for department expenditures and revenues; reviewing department performance measures.
  • Develops and maintains budget monitoring models and coordinates production of formal monitoring reports.
  • Assists departments in preparing proposals and contracts, agenda items, and supporting information; explains policies and procedures; and gives advice on management issues.
  • Provides support for managers and assists with special studies that require data compilation; analyzes and interprets information in oral and written presentations.
  • Assists in the preparation of the City’s financial forecast.
  • Assists in the fiscal evaluation of proposed legislation.
  • Researches and responds to budget and tax surveys.
  • Assists in developing procedures and reporting formats to establish or improve specific accounting processes.
  • Sorts, classifies, and codes entries and transactions in accordance with established departmental procedures, BARS and verbal instructions.

Qualifications


  • Graduation from an accredited four-year college or university with a degree in business, finance, accounting, or public administration; and 
  • two or more years of professional related experience in budgeting and accounting; or
  • any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
  • Master’s degree in business, finance, accounting, public administration or a related field is preferred.

WORK ENVIRONMENT

Work is performed primarily in an office setting requiring sitting for extended periods of time and requiring hand/eye coordination to operate a computer and other office equipment.

Knowledge, Skills & Abilities

Knowledge of:

  • Public budgeting and accounting.
  • Principles and practices of organization and management.
  • Principles and procedures of financial record keeping and reporting.
  • Methods and techniques of financial analysis.
  • Complex financial and accounting systems and third-party applications that may integrate with the master system.
  • The organization and functions of the city government with emphasis on departments to which assigned.
  • Pertinent Federal, State and local laws and regulations.

Skill in:

  • Computer applications and software.
  • Intermediate Microsoft Excel. 

Ability to:

  • Research, analyze, and evaluate proposed programs and expenditures.
  • Provide analysis, projections, and recommendation on revenues, expenditures and financial policies.
  • Prepare clear and concise administrative and financial reports.
  • Assist in developing annual operating and capital budgets.
  • Prepare complex spreadsheet applications.
  • Express ideas effectively orally and in writing.
  • Work with large amounts of data, interpret financial records, detect errors, and   prepare financial reports.
  • Maintain effective working relationships with other employees.
