Under the general supervision of the Town Manager, the Utilties Director oversees the utility division, including the functional areas of water and wastewater to achieve the Public Works Department objectives and the objectives of the town's government. Responsible for the overall administration of the Utility Divison, including design, development, and operation of the town water and wastewater functions and other related duties as assigned.
The candidate should be well-versed in state and federal laws that pertain to the town's water and wastewater operations. The Utilities Director will be knowledgeable in the principles and best practices of personnel management and proficient in training utiltiy operators. The candidate must also understand the principles and bes practices of budgeting and project management pertaining to plant management and facility maintenance development. The candidate will know all aspects of OSHA safety standards for running a public water and wastewater treatment facility.
The Utilities Director will organize, direct, coordinate and inspect the activities of crews involved in the maintenance, operation, and repair of the town's water and wastewater infrastructure. Will assess the town's needs for public utilities, developing, delivering, and evaluating responsive services and resources. Prepare the Utilities Division's annual budget, manage operating and capital budgets; determine priorites and allocates resources.
The Utilities Director will select, train and evaluate subordinate supervisors to ensure that all units are achieving the service levels expected by the Town Council and the community. Will meet with members of the public to explain various services and takes action to resolve complaints. Confer with and provides technicial advice to consulting engineers, and contractors on the design, construction, maintenance, and repair of municipal structures and facilities involved in public utilties. Confer with and coordinate activities with federal, state, and local engineering, environmental, and public works agencies. Represents the town and speak before civic and professional organizations on public utility matters.
