Position is budgeted up to $41.93 hourly, commensurate with related education and experience.

Primary Purpose

Provides a variety of technical professional and complex administrative duties related to the writing, securing, and coordinating the compliance of various county- grants.

Essential Job Functions

  • Monitors grant opportunities to local government for various projects and services development.
  • Supports county secured federal and state grants for compliance with grant specifications and conditions, and the reconciling and financial reporting
  • Coordinates efforts in securing outside financial funding and support for program initiatives, various capital improvement and environmental projects.
  • Research various avenues for approaching special funding sources interested in stimulating and enhancing the effectiveness of local government activities.
  • Coordinates with various County administrators, department heads and possibly contractors to determine grant funding feasibility of projects or initiatives.
  • When applicable, to help identify and locate funding avenues and grants to assist department heads in the evaluation of grant feasibility for projects or initiatives.
  • Meets with department representatives and contractors, as applicable, to determine scope of work and funding needs for projects.
  • Helps prepare and submit grant applications, making sure that applications focus on the conditions, restrictions, and goals of the sponsoring organization.
  • Coordinates grant application activities with other interested local entities to secure joint funding.
  • Develops and helps maintain master files on grants and paperwork connected to programs funded by grants.
  • Coordinates and schedules public hearings and various meetings with grant end-users, grantors, county commission.
  • Discusses available sources of funding with administrative managers.
  • Supports county compliance with Procurement Code for all project expenditures.
  • Develops periodic reports and reviews of program impact and progress and distributes reports to Finance Director, County Manager, County Commission, affected departments and grantor agencies, as necessary.
  • Assists with the creation of financial forms for grants necessary for the day-to-day accounting of program expenditures; reviews utilization of funds to assure conformity to grant budget and authorized expenditure areas.
  • Works with departments to monitor the creation and maintenance of budget spreadsheets, reimbursement requests and grant disbursements as needed to assure availability of funds; maintains project information as needed to verify and validate draws against grants.
  • Participates and assists with strategic management and the long-term vision for the county.
  • May supervises staff and provide instruction and training for employee(s); plan and assign work; evaluate and approve leave request and timesheets; check final work to ensure compliance with established ordinances, policies and procedures.
  • May provide project management oversight by tracking expenses, coordinating with contractors, architects, and others with interest in grant administration and compliance.
  • May facilitate various meeting processes consistent with the public review and education process.
  • May serve as a subject matter expert in relation to grant application content, goals, and objectives.
  • Performs other appropriate duties as assigned and which are deemed necessary or desirable by Santa Fe County.

  • Ability to plan and prioritize work programs for professional employees; to develop budgets; to interface effectively with public officials, employees and the general public; to organize and present information clearly and concisely in both oral and written form.

  • Ability to perform effectively under strict deadlines; to present recommendations clearly and concisely; and to work effectively with public officials, fellow employees and the general public.

  • Ability to accurately prepare reports; to comprehend accounting languages and documents; to present information clearly and concisely, both verbally and in writing; and to handle confidential information in a trustworthy manner.
  • Ability to be extremely organized; to focus on detail; to ensure no mistakes in calculations by self and co-workers
  • Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment; skilled in presentation preparation; and in grant and capital asset management.
  • Ability to work collaboratively, cooperatively, and in coordination with fellow team members and with others in the organization, treats them with respect, courtesy and consideration, and shows understanding and the appropriate support of other team members to help get the job done.

Minimum Qualifications

  • A Bachelor’s degree in accounting, finance, business administration or related field.
  • Three (3) years of experience in accounting, finance, budgeting, or related field; or any combination of college education, training and work experience in accounting, auditing, finance, economics, or related field totaling seven (7) years.
  • Related experience may be substituted for education at a rate of 30 credit hours equal to one (1) year of experience.

Supplemental Information

Working Conditions:
While performing the duties of this job, the employee routinely sits, stands, walks, talks and hears. The employee regularly uses manual dexterity and visual acuity to complete tasks. The employee may occasionally lift and/or move up to 20 pounds.
Work is typically performed in a professional office environment with a moderate noise level, occasionally working under stressful conditions for extended periods of time. This position routinely uses standard office equipment such as computers, phones and photocopiers. Evening, holiday and weekend work outside of normal business hours may be required as well as travel and attendance at meetings.

Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
