The Health Department typically has a hybrid model for most roles however, it is outlined by the supervisor for the given role based on performance and business needs. When working remotely, employees are expected to maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Description

Under direction of the Program Manager, or designee, you will perform a variety of activities related to the public health emergency preparedness and response program (PHEPR). This may include emergency preparedness and response work internal to the Health Department, locally in Snohomish County, or regionally with other local health jurisdictions within Washington State. Each member of the team is responsible for completing work related to their subject matter area and working collaboratively with other members of the team.

You will work with grant related tasks, emergency preparedness projects, and emergency responses that help to protect and promote the health of Snohomish County residents before, during, and after emergencies.

Job Duties

Examples of Work Performed:

  • Plan and conduct emergency response exercises to ensure public health staff are prepared to respond to emergencies.
  • Assist partners in planning, conducting, or evaluating public health emergency response exercises.
  • Work with other program staff to plan, train, and exercise for activities related to medical countermeasures, including but not limited to Points of Dispensing (POD’s).
  • Participate in bioterrorism and biosecurity related meetings, trainings, projects, and activities for the PHEPR program, including but not limited to Cities Readiness Initiative work and World Cup 2026 preparation.
  • Develop and maintain a modern medical logistics tracking system for the health department.
  • Order, inventory, track, maintain, and replenish medical countermeasure supplies for the health department.
  • Develop and maintain procedures and processes to deploy and demobilize medical countermeasure materials for the health department.
  • Develop and maintain Memorandums of Understanding for work related to medical countermeasures.
  • Collaborate with team members and Health Department staff on planning related components of their work.
  • Coordinate and/or collaborate with local, regional, and state partners to share resources, lessons learned, and best practices.
  • Develop, review, and/or update procedures to coordinate efficiently with the health department during emergencies. Develop and maintain operational procedures and policies for volunteer training, activation, deployment, and demobilization.
  • Develop processes or partnerships to maintain local healthcare situation awareness during a public health related emergency.
  • Analyze plans and identify areas to better incorporate principles and best practices around equity.
  • Build relationships throughout region 1 with coalition partners; work at the county level throughout the region to facilitate response planning such as fatality management, behavioral/mental health response, alternate care facilities, and disease mitigation.
  • Respond to public health emergencies using skills, trainings, and procedures as part of the PHEPR Program

Associated Duties:

  • Perform other duties as assigned.
  • Ability to interchangeably work in various capacities as an Emergency Management Specialist.
  • Respond, as requested, to Emergency Operations Centers during a public health/health care emergency activation.
  • May be required to work extended workdays during a response, including weekends.
  • Participate in local, regional, and state related meetings and communities of practice related to healthcare preparedness.

Minimum Qualifications

Skills for the position may be gained through education, certification, relevant job experience or a combination, such as:

  • Associate degree from an accredited institution in Emergency Management or closely related field
  • Three (3) years of professional level experience or any combination of education and experience that demonstrates competency, with at least one (1) year experience in emergency management or public health.

Licenses, Certifications, And Other Information:

  • Bachelor’s degree in related field such as emergency management, community/public health, or other healthcare related degree, preferred.
  • Completion of relevant emergency management courses such as the Federal Emergency Management Agency (FEMA) Independent Study Series and appropriate National Incident Management System (NIMS) and Incident command System (ICS) courses; ICS 100 and 700 to be completed within two weeks of employment.
  • Completion of Homeland Security Exercise Evaluation Program (HSEEP), preferred
  • Valid Washington State Driver’s license or ability to obtain one within thirty (30) days of hire and a driving record which meets the requirements of Snohomish County’s insurance carrier.
  • Successful completion of a background check pursuant to RCW 43.43.830.

Working Conditions And Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. The majority of the work is performed in the usual office environment with travel to off-site locations

  • Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment. Requires mobility to accomplish other desktop work, retrieve files, and to move to various District locations, locations within Snohomish County and within the Region 1 (5 counties).
  • Requires visual acuity to read computer screens, printed materials, and detailed information; specific vision abilities required by this classification include close vision, distance vision and color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Required to use hand to eye coordination, handle, feel or operate objects, tools, or controls.
  • May involve occasional kneeling, squatting, crouching, stooping, crawling, standing, bending, climbing (to stack, store or retrieve supplies or various office equipment or files).
  • The incumbent is frequently required to stand and/or walk for extended periods of time; walk on uneven surfaces; sit; climb or balance; stoop, kneel crouch, or crawl; and smell in the performance of field and office duties.
  • Duties require the incumbent to carry supplies and/or equipment up and down stairs as well as into and out of a vehicle on a daily basis. Lifting and carrying up to 20 pounds is required continuously, and up to 50 pounds occasionally.
  • Requires the ability to communicate with others orally, face to face, and by telephone.

Healthcare Premiums

  • Regular full-time employees: If you work 35 or more hours per week, you will pay these monthly premiums for medical insurance. The County pays the monthly premiums for vision, dental, and basic life insurance.
  • Regular part-time employees: If you work between 20 and 34 hours per week, you will pay pro-rated monthly premiums for medical, dental, vision, and basic life insurance.
