Supervises and is responsible for a program concerned with the inspection of the construction, alteration, or repair of buildings and related structures for compliance with the provisions of the County of Maui Building and Housing Codes and other pertinent codes and ordinances, and adherence to approved plans and specifications; and performs other related duties as required.

Distinguishing Characteristics

This class differs from that of Building Inspector II in that the Supervising Building Inspector supervises and is responsible for the building and housing inspection program of the County of Maui; whereas the Building Inspector II inspects the construction, alteration or repair of buildings and related structures for compliance with the provisions of the County of Maui building and housing codes and ordinances, and other pertinent codes and ordinances, and adherence to approved plans and specifications.

Examples of Duties

The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

  • Plans, assigns, and reviews the work of subordinate building inspectors engaged in the inspection of construction, alteration or repair of buildings and related structures for compliance with building codes, housing codes, and other pertinent codes, ordinances and regulations.
  • Reviews and approves more complex building and housing plans and specifications.
  • Coordinates work with other inspection sections; renders decisions in cases where disputes arise between inspectors and contractors or the public.
  • Makes field inspections where difficult problems arise.
  • Confers with contractors and architects in relation to plans and specifications.
  • Prepares recommendations for revisions of the building and housing codes.
  • Reviews plans and specifications for public building improvement projects prepared by architects and engineers under contract, and recommends approval, disapproval and/or changes to superiors.
  • Prepares building plans and specifications for public building improvement projects undertaken by the County or for preparation of bids.
  • Prepares reports and maintains records of inspections made and scheduled and related reports and records.
  • Investigates and resolves complaints arising out of building permits in force.
  • Investigates violations and consult with superiors for legal action when necessary.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and six (6) years of experience in inspecting or supervising building construction work, three (3) of which shall have been in building code enforcement work.

License Requirements: Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii Type 3).

Knowledge of: The building and housing codes and ordinances of the County of Maui; the theory and standard practices, methods, materials and tools used in building construction including empirical formulae of structural stability and safety; proper inspectional methods and techniques; accepted safety standards; legal procedures involved in enforcing building and housing codes and related ordinances; principles and practices of supervision.

Ability to: Plan, assign, direct and coordinate the work of subordinate inspectors; inspect and review the inspection of construction, alteration and maintenance of buildings and structures and render decisions in conformity with pertinent codes and ordinances; recognize hazardous situations and other defects and determine means of correction; read and interpret plans and specifications, building and housing codes and ordinances and apply them to specific cases; coordinate building inspection with plumbing and electrical inspection; deal tactfully and effectively with building contractors, property owners, workmen and the general public; maintain records and prepare reports; give oral and written instructions.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
