We are seeking a highly motivated and experienced Economic Development Analyst for the Minority & Women-Owned Business Enterprise (MWBE) division under the Department of Equity and Inclusion. The Economic Development Analyst position assists in the operation and implementation of the City's initiatives in creating a prosperous business community through a wide variety of administrative and community outreach functions.

About You:
The successful candidate will provide professional and technical work related to MWBE, Educational and Outreach Programs, Resource Network Program, and Section 3 Program when relevant. The successful candidate has demonstrated initiative, creativity, and leadership in identifying and proposing solutions and opportunities to enhance effectiveness and promoting collaboration. This position works independently and works closely and reports to the MWBE Program Manager.

Through education/awareness, policy development, assessment, and action planning for issues related to persons with disabilities, gender identity, sexual orientation, race, ethnicity, community health, and social justice, DEI is in charged with identifying opportunities and implementing practices that advance the City of Raleigh in its equity and inclusion efforts.

Duties and Responsibilities

  • Serve as the primary point of contact for assigned City departments and as the HUBSCO+ administrator
  • Support the disparity study implementation efforts
  • Attend construction meetings to ensure City goals are communicated
  • Conduct compliance reviews to monitor MWBE (Minority and Women-Owned Business Enterprise) adherence
  • Provide excellent customer service through data collection and review, on-site visits and meetings with business to assess their capabilities 
  • Support small business development by creating resources and programs to enhance accessibility and knowledge of City contracting opportunities 
  • Assist in training, workshops, and special projects for the Department of Equity and Inclusion

Typical Qualifications

Education and Experience:
Bachelor’s Degree in planning, public or business administration, building construction or directly related field and one year of experience in permitting or development review

OR


An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.


Preferred Qualifications:
Five (5) years or more in MWBE program administration, contract administration, compliance or procurement.

ADA and Other Requirements:
Positions in this class typically require: stooping, reaching, fingering, talking, hearing, seeing and repetitive motions.

Light Work:  

Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.  If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions
Work is routinely performed in an indoor, office environment.
