Under general supervision, performs administrative and technical work of considerable difficulty managing the planning and construction of public facilities; performs related work as assigned.

Typical Duties

(Illustrative Only)

Manages a construction team that:
  • Plans, develops, and manages short and long – term capital construction programs
  • Manages assigned capital and community development projects, including general project coordination, day-to-day inspection, scheduling, and budget control
  • Coordinates with various public utilities, City and County departments, governmental agencies, engineering consultants, architects, contractors, and developers
  • Prepares project cost estimates, project specifications, and bid documents
  • Oversees the preparation, award, and administration of bids and requests for proposal
  • Manages and coordinates contracts for outside professional and construction services
  • Reviews plans to ensure compliance with all code requirements and construction specifications
  • Reviews and recommends consultant and contractor pay requests
  • Ensures that contractors' work is in compliance with project plans, applicable safety, fire, and other state and federal requirements
  • Manages the relocation, design, and installation of FF&E
  • Makes presentations to the Manager's office
  • Assists with upper management level policy development regarding negotiation strategy(s) concerning land-use issues with county, city, state, and private development
  • Answers routine customer complaints, comments, and questions relative to specific projects
  • Ensures contractor compliance and manages the resolution of warranty claims
  • Prepares and maintains records and reports
  • May assess building conditions for capital repair and replacement
  • May supervise space reconfiguration and other special projects
  • Supervises assigned staff
Essential functions of this position include but are not limited to: working with and around others; hearing and speech to communicate with others; finger dexterity for writing, computer work, and phones. Vision acuity (near/far) for preparing field reports, computer work, and driving. Ability to drive a vehicle between work sites. 

 

Minimum Qualifications

Bachelor's degree in engineering, architecture, construction administration, construction technology, urban land use planning, or closely related field, and four years of increasingly responsible experience in public project construction management; OR

Associate degree in engineering, architecture, construction administration, construction technology, urban land use planning, or closely related field, and five years of increasingly responsible experience in public project construction management; OR

Six years of increasingly responsible experience in public project construction management; OR 

Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

ADDITIONAL REQUIREMENTS:

Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.

Preferred qualifications: experience in the principles, practices and techniques in the design and construction of capital projects as well as construction project management, budgeting, cost and time estimating and scheduling. Experience in procurement and the techniques used to implement, monitor, and maintain complex construction project schedules is also desired.

This position is safety sensitive.

This position is exempt from overtime.


Knowledge, Skills and Abilities

• Considerable knowledge of:
- Principles, practices and techniques of road construction
- Principles, practices and techniques of construction project management, budgeting, cost and time estimating and scheduling
- Principles, practices and techniques of strategic planning
- Applicable laws, policies, and guidelines related to services procurement and contract management
- Techniques used to implement, monitor, and maintain complex construction project schedules

• Working knowledge of:
- Governmental budgetary practices, including purchasing
- Laws and regulations applicable to design and construction of public works projects and facilities in the State of Arizona

• Ability to:
- Read and interpret complex construction designs and plans and detect potential problems and non-conformance to standards, codes and specifications
- Manage multiple projects/program priorities
- Successfully meet project goals
- Meet and deal tactfully with the public, County departments, contractors, and property owners;
- Conduct research and compile information to prepare reports
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public;
- Follow written and verbal instructions
- Communicate effectively verbally and in writing
