The North Carolina Department of Revenue, Information Technology Systems Development & Support Division has an opening for an experienced IT Director III.
Please note this position is Exempt Managerial.
The Systems Development & Support Division is primarily responsible for the development and support of tax processing applications and infrastructure. The Information Technology (IT) organization adopted the ITIL framework to best align IT practices and services to the needs of the business. The Division's chief responsibilities begin with the service transition stage and carry through to the service operations stage of the ITIL lifecycle with a primary focus of ensuring approved projects and system changes are successfully developed, managed, tested, delivered and maintained. IT must provide business value and enable agency personnel to support the mission, vision, and goals of The Department of Revenue.
Primary Purpose of the Section/Unit
Support the CIO provide direct oversight to the IT Service Operation groups including Server Operations, Database Operations, IT Service Operations and Enterprise Applications.
Primary Purpose of the Position
The position serves as the Deputy Director of CISO Service Operations. Position is responsible for provision of IT services, the quality of those services, maintenance of those services and continual improvement of IT services. Closely monitors all aspect of the services and develops and maintains performance monitoring tools for key processes such as request fulfillment, incident management, problem management, event management and financial management of services. Reporting to this position are the managers of Server Support, Database Administration, IT Support Operations, and Enterprise Applications. Position ensures work to be performed is identified and prioritized in conjunction with meeting Agency needs and is generally implemented using structured project and SDLC methodologies. Position serves as a technical leader to help guide solution and technology decisions within the division.
Knowledge, Skills And Abilities / Competencies
- Demonstrated analytical and troubleshooting skills
- Demonstrated experience in managing Mainframe and Open Systems Development
- Familiarity and knowledge of Mainframe and Open Systems toolsets and operating environments (e.g. Azure, operating systems, databases, etc.)
- Experience in or working knowledge of IT security, data centers, infrastructure and networks
- Knowledge of Cloud computing and Cloud services and architectures
- Demonstrated managerial experience
- Experience in project management
- Working knowledge of ITIL v3 Processes
- Strong customer service, interpersonal and communication skills with technical acumen
- Experience in or working knowledge of IRS Publication 1075 or other IT security frameworks or guidelines
- Experience in IT control compliance and audits
- General business acumen and knowledge of taxation
Minimum Education And Experience Requirements

Bachelor's degree in computer science or an IT related field from an appropriately accredited institution and six years of progressive experience in the field of Information Technology which includes at least three years managerial experience; or Associate degree in computer science or an IT related field from an appropriately accredited institution and seven years of progressive experience in the field of information technology which includes at least three years of managerial experience; or an equivalent combination of education and experience.
