POSITION SUMMARY:

An employee in this position performs complex professional, administrative, and supervisory work assisting in planning, organizing, and directing the programs and staff of the Emergency Services Department for Harnett County. This includes assisting with the direction of the activities of the Emergency Medical Services, Emergency Management, County Fire Marshal's Office, and Financial Operations. This employee has extensive public contact and the work requires a variety of technical and detailed knowledge and requires the significant use of independent judgement and initiative. Work may require responding to and directing incidents on nights, weekends, and holidays. Performance for this position will be supervised by the Emergency Services Director and evaluated through conferences, results of work, reports and partner and public feedback.

Hiring Range: $94,530.00 to $109,892.00 based on experience and qualifications

Duties And Responsibilities

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Assists in planning, budgeting, organizing, and directing the programs and staff of the Emergency Services Department.
  • Assists with the direction of the activities of the Emergency Medical Services, Emergency Management, County Fire Marshal's Office, and Financial Operations as directed by Emergency Services Director.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Assists in terrorism preparedness, planning, training, and grant administration.
  • Assists in providing coordination of Department activities.
  • Serves as the County's liaison to volunteer fire and EMS organizations.
  • Assists with budget preparation and administration, fiscal management, planning, staffing, training, and performance reviews.
  • Oversees and assist in planning, development and implementation of numerous multi-discipline all hazards county wide and regional plans which assist in the preparation, planning, response and recovery of natural and human-caused disasters, which includes coordinating with local, state, federal, private, non-governmental and general public partners.
  • Creates, receives and approves requisitions, as well as tracks, and places orders.
  • Coordinates and manages a variety of special assignments and projects across a variety of disciplines, work environments and contacts.
  • Assist with response, mitigation and cleanup operations, coordinating activities of various agencies.
  • Assists with grant administration and federal reimbursement processes.
  • Supervises assigned employees; deals with employee related issues; and conducts performance reviews.
  • Performs general office activities (emails, filing, etc.).
  • Assists in planning, response, and recovery to major events.
  • Acts as a FD and EMS liaison.
  • Attends meetings of assigned committees.
  • Provides training for staff, county employees and other partners.
  • Serves in the absence of the Director.
  • Attends and actively participates in various professional local, regional and state committees
  • Attends conferences, training classes and meetings to remain current with new laws, policies, trends, concepts and developments in the emergency services field.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associates degree in area related to emergency services;
  • 7 years of related work experience in emergency services disciplines, including 5 years in a supervisory position
  • Or equivalent education and/or experience.
  • Possession of a valid North Carolina Class A Non CDL driver's license.
  • Possession of a National Incident Management System certifications through Level 400.
  • Possession of North Carolina Firefighter Level 2 Certification or ability to obtain upon employment.

KNOWLEDGE, SKILLS, And ABILITIES

  • Knowledge of federal, state, and local laws, policies, procedures, and regulations pertaining to emergency services including fire, rescue, emergency medical, emergency management, communications, radiological, finance and other related services.
  • Knowledge in the area of emergency management including prevention, protection, mitigation, response and recovery;
  • Knowledge of Emergency Operations Center functions and operations.
  • Knowledge of public management practices including planning, budgeting, purchasing, personnel, and related supervisory requirements.
  • Knowledge of fire properties, the principles, and practices of fire suppression and prevention, and related laws and regulations.

  • Knowledge of the current NC Fire Prevention Code.
  • Knowledge of NFPA 921 and 1033.
  • Knowledge of related OSHA, ADA, HIPPA, and EPA requirements.
  • Skill in developing and delivering presentations.
  • Skill in communicating, both verbally and in writing.
  • Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
  • Ability to analyze situations and services and react quickly, effectively, and professionally in emergency situations.
  • Ability to use sound judgment and determine best options in making decisions for handling emergency matters that involve saving lives, protecting property and decreasing environmental impacts.
  • Ability to plan and organize work to meet deadlines and governmental requirements.
  • Ability to plan, supervise, monitor, and direct a department spread over multiple locations and functions.
  • Ability to establish and maintain effective working relationships with local, state, federal, private, non-governmental and general citizen partners.

SUPPLEMENTAL INFORMATION

Physical Demands

Must be able to perform heavy work exerting up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects; frequently requiring 30 pounds of force to move objects; and occasionally requiring to exert up to 100 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crawling, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, performing repetitive motion, speaking, standing, stooping, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities and operate motor vehicles or equipment.

Work Environment

The employee is subject to inside and outside environmental conditions including extreme temperatures; noise; vibrations; hazards associated with emergency work such as fumes, chemicals, dust, odors, gas, and oil; and exposure to bodily fluids and thus subject to OSHA bloodborne pathogens.
