Summary
This position is supervisory and administrative work in supervising Emergency Medical Service personnel of the fire department to ensure the standard of care is in accordance with state and local guidelines.
General Duties And Responsibilities
- To support the vision, mission and guiding principles of the City of Union City
- While performing any procedure, all associates and contract personnel must observe applicable safety, health, and environmental rules and guidelines. The use of appropriate personal protective equipment is required
- Attend and participate in training opportunities and seminars relevant to this position
- Adhere to appropriate City operating procedures, Departmental Medical Protocols, benefit rules, employment, and safety policies/practices
Essential Duties And Responsibilities
- Serves as incident commander of emergency medical operations
- Responds to emergency and non-emergency requests for assistance, directs the actions of Emergency Medical personnel to ensure appropriate medical care is render in a timely fashion
- Acts as liaison between Georgia Department of Public Health State Office of EMS, the fire department Medical Director and the Union City Fire Department.
- Performs monthly Quality Assurance of emergency medical calls and takes corrective actions to ensure medical care is performed to departmental medical protocols.
- Acts as liaison with Grady Emergency Medical Services (or Zone Provider) to ensure smooth operations within Union City boundaries.
- Acts as liaison with Right Site on Emergency Medical Calls to ensure proper use of the system is utilized and patient needs are being met in a timely manner
- Participates in and conducts regular classes in emergency medical techniques, equipment maintenance and relates subjects to include certification course and re-certification classes, CPR, ACLS, PALS and other courses that may be deemed necessary in pre hospital emergency care
- Instructs personnel in the efficient and safe application of emergency medical equipment and techniques
- Reviews and prepares employee evaluations, incident and other reports; prepares reports on budgetary and personnel needs for review by administrative superiors
- Continuous review of departmental medical protocols for compliance with updated treatments and procedures as approved by the Georgia Department of Public Health Office of EMS and other State regulatory agencies
- Attend monthly regional State or local EMS related meetings.
- Serve on EMS boards if requested

JOB SCOPE
Job has recurring work situations involving high degrees of discretion. The need for accuracy and effective utilization of available resources is high. Errors in judgment could cause disruptions to the City’s mission and adversely impact attainment of the City’s goals. Incumbent operates independently but results are monitored by the Deputy Chief of Operations. Content of work priorities are largely self-determined.

Education And Experience
- Associates Degree in Fire Science or Para medicine or related field preferred, but not required
- Minimum eight (8) years’ experience as Licensed Georgia Paramedic
- Two (2) years as an officer with Union City Fire Department City of Union City
- Equivalent combination of education and experience
Eligibility Requirements
Must meet all eligibility requirements for appointment to this classification
- Must be a licensed Paramedic in the State of Georgia
- Must be a licensed Level I EMS Instructor in Georgia or able to obtained within 1 year of appointment
Certificates, Licenses, Registrations
- Possession of a valid Georgia driver’s license (class B) and a satisfactory Motor Vehicle Record (MVR)
- Georgia Licensed Paramedic
- Georgia Licensed EMS Instructor
- Instructor in CPR, ACLS, PALS
- Completion of Basic Firefighter Course meeting the requirements set forth by Georgia Firefighters Standard and Training Council

- Knowledge of emergency apparatus operations

- Ability to react quickly to secure accurate and precise information on the location, extent and nature of fires and emergency aid requests
- Ability to establish and maintain cooperative relationships with fellow employees and the public
- Ability to acquire and maintain local, state and federal certifications as required

- Ability to sustain heavy physical labor during periods of intense activity in emergency situations

Supervisory Controls
Work is assigned by the Chief or Deputy Chief of Operations, in terms of Fire Department goals and objectives.
Guidelines
Guidelines include local, state and federal Emergency Medical rules, regulations, policies, procedures and standards.
Complexity
Work requires analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.

Work Environment
Most work is performed in various indoor and outdoor settings including living quarters and office areas. Varying work schedules are required. Hazardous tasks performed under emergency conditions may require strenuous exertion under such handicaps such as limited visibility, exposure to hazardous or toxic chemicals or gases, extremes in temperature, cramped surroundings, and contact with death, emotional stress, trauma, contagious disease and terminal illnesses. Firefighters are also exposed to extreme heat, contaminated environments, emotionally upset people, noise, physical hazards from traffic, fire and falling objects, and atmospheric conditions such as smoke, fumes, odors and gases. May be required to wear a hard hat, face and ear protection, breathing apparatus, fire protective leather gloves, boots, fire retardant clothing, and to utilize body substances isolation – including latex gloves, eye protection, pocket valve resuscitation masks, and bag valve masks.
