POSITION INFORMATION
Under direction of the Deputy Executive Officer-Human Resources, supervises a small personnel program area; or performs highly specialized staff work; and performs related work as required. This classification is distinguished from Personnel Analyst III in that it is responsible for supervision of staff or specialized assignments.
There are two anticipated positions in Ventura County Human Resources & Payroll Program(VCHRP)/Ancillary Services/Special Projects, and Classification/Compensation Planning (CCP). The VCHRP/Ancillary Services & Special Projects position is responsible for the direct and indirect supervision of 4 professional and support-level staff. The CCP will supervise one support staff position.
Personnel Management Analysts receive management benefits level M3 and are exempt from overtime compensation.
EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based upon completion of Associate, Bachelor's or Master's degree.

Examples Of Duties
Duties may include but are not limited to the following:
- Reviews departmental requests and inquiries and determines steps necessary for disposition.
- Completes classification studies, develops and revises classification specifications.
- Consults with departments regarding use of appropriate personnel policies and procedures.
- Consults with and provides advice to Management and employees on personnel matters.
- Provides specialist personnel services including classification and compensation, salary and benefit data analysis, completion of special studies and reports relating to a variety of personnel program activities.
- Supervises, trains and evaluates personnel analysts and support staff assigned.
- Prepares reports and correspondence on a variety of personnel program matters.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the principles and practices of personnel management, including wage and salary administration, benefits administration, and merit public personnel programs.
Ability to: supervise professional and support staff effectively; maintain and develop the confidence and cooperation of County managers, employees, employee representatives and the public; and to prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.
Supplemental Information: Duties are primarily performed in a non-smoking office environment with moderate public contact. Duties involve both sedentary and moderate physical activities.
COUNTY AGENCY/DEPARTMENTAL SERVICE: Currently working as a regular employee in the Ventura County Human Resources Division. NOTE: Regular employee means one who has been appointed from an eligible list to an allocated position in the County service.
EDUCATION, TRAINING, AND EXPERIENCE: Substantial progressively responsible personnel management experience and education, including general competence in all major areas of personnel administration and in-depth knowledge in one or more major program areas. A typical combination of education and experience would be the equivalent to a Bachelor's degree in Business or Public Administration, and at least five (5) years of experience in the human resources field.
PREFERRED: Human Resource experience in a centralized Human Resource department; extensive Classification and Compensation experience with multiple employee organizations (i.e., unions) and a large variety of classifications is HIGHLY PREFERRED.
Special Requirements: Possession of a valid California driver's license.

APPLICATION EVALUATION - 100%: An application evaluation will be conducted based upon the position qualifications indicated above. A score will be assigned to each application based upon established criteria. Depending on the number of qualified candidates, a passing score of 70 may be assigned for purposes of placement on the eligible list, and subsequent certification and referral to the department for an interview. With either method, such score will be considered as the final score for placement on the eligible list.
