GENERAL PURPOSE

The Deputy City Manager is a second-in-charge position and provides leadership, direction, and supervision for the City Clerk, Facilities, Information Technology, Programs & Grants, Communications & Marketing, and the Steamboat Springs Urban Renewal Authority, and serves a key role in formation of strategic decisions. This individual is an active member of the city’s Leadership Team and maintains strong, productive, and cooperative relationships with other city departments to maximize use of city resources and talent. In addition, this person develops and maintains positive relationships with staff, council, citizens, other groups and agencies.

Position works cohesively and ethically as part of a high functioning team while leading projects and initiatives independently and can assist in the development of future community and organizational visioning.

SUPERVISION RECEIVED

Works under the broad policy guidance and direction of the City Manager.

SUPERVISION EXERCISED

Exercises supervision over department division managers, and department support staff, either directly or through subordinates.

Exercises supervision over department heads and division managers in the absence of the City Manager.

The qualified individual

Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while always espousing safety.

  • Manages assorted projects that are generated in the City Manager’s office.
  • Represents the city and specifically the City Manager’s office in public situations. Be an ambassador for the city.
  • Participates in the development of the city’s budget.
  • Leads city’s strategic planning and performance excellence efforts.
  • Facilitates policy making and team building at the upper management level. Interpret and enforce City Manager and City Council policies.
  • Responds to inquiries and resolves complaints relative to city services, policies and procedures.
  • Provides effective professional leadership, positioning the city to meet the community’s current and future needs through appropriate technologies and services.
  • Attends council meetings and represents the city in the City Manager’s absence.
  • Communicates regularly with Council as needed.
  • Meets with Leadership Team when needed to answer questions, resolve issues and address challenges.
  • Leads special initiatives, as assigned by the City Manager that require coordination of multiple internal and external stakeholders.
  • Represents the City Manager at various meetings and may attend various boards and commissions, outside government agencies, various non-profits, and other citizen groups relative to goals, actions and activities of the city.
  • Performs a variety of supervisory, complex administrative and professional work in planning, organizing and executing the operations of the department divisions: City Clerk, Facilities, Programs & Grants, Communications, Information Technology, and the Steamboat Springs Urban Renewal Authority.
  • Other duties as assigned.

DEPARTMENT ADMINISTRATION

  • Supervises division managers and department support staff, either directly or through subordinates.
  • Evaluates and formulates short- and long-range plans to meet needs in all areas of responsibility.
  • Responds to public or other inquiries relative to department policies and procedures.
  • Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.
  • Determines work procedures, prepares work schedules, and expedites workflow.
  • Issues written and oral instructions.
  • Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
  • Maintains harmony among workers and resolves grievances.
  • Prepares composite reports from individual reports of subordinates.
  • Adjusts errors and complaints.
  • Conducts periodic and formal job performance evaluations of subordinates.
  • Prepares and documents budget requests; administers adopted budget in assigned area of responsibility.
  • Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment, and infrastructure for the department.

PERIPHERAL DUTIES

Serves on various city committees as assigned by the City Manager.

We Are Seeking The Following Qualifications

Education and Experience:

  • Bachelor’s degree in public administration, Business Administration, Organizational Development, Political Science, Urban Planning, or a degree in a closely related field
  • Ten years of progressively responsible experience, including at least five years in a government management role, or equivalent
  • A valid driver’s license or evidence of equivalent mobility is also required

  • Ability to effectively communicate to large groups as well as individuals of varied backgrounds and cultures.
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations.
  • Excellent customer service skills including demonstrated ability to build positive relationships with employees, managers, other organizations and the public.
  • Strong research, analytical, and problems solving skills.
  • Ability to express oneself clearly and concisely both orally and in writing.
  • Ability to inspire confidence in citizens, staff and City Council.
  • Ability to find a balance point for conflicting political goals and directions with an outcome of positive direction for the organization.
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
  • Ability to demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks.
  • Ability to maintain highest confidentiality when dealing with sensitive or private information.

Desirable Qualifications

  • Master’s degree in public or business administration is strongly preferred.

PHYSICAL DEMANDS

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually quiet to moderate.
