The Preparedness Grants Manager will be primary responsible for management of federal and state non-disaster preparedness grant programs, to include assisting with grant applications, recipient/sub-recipient awards, processing cost reports/requests for reimbursement, monitoring recipients/sub-recipients, grant reporting, grant closeout, grant data entry, and maintaining grant records. The work of this position includes, but is not limited to, managing a portfolio of assigned subrecipients/project leads, developing state guidance to supplement federal guidance, facilitating applications from state and local government entities, reviewing and processing various grant documents, and other duties in compliance with applicable state policies and federal guidance/regulations. The selected candidate will assist with continuous development, implementation, operation and improvement of a new Salesforce Grants Management solution piloted in January 2024.

The Preparedness Grants Manager will support grants management and compliance functions for numerous grant programs including State & Local Cybersecurity Grant Program (SLCGP), Emergency Management Performance Grant (EMPG), Homeland Security Grant Program (HSGP), Nonprofit Security Grant Program (NSGP), Hazardous Materials Emergency Preparedness Grants Program (HMEP), NC Tier II Grants, NC Capacity Building Competitive Grant Program (CBCG), and other programs.

The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

About the Administration Section:

The primary mission of the Administration Section is to provide effective and efficient support functions for the Division. These functions include Finance, Human Resources, IT, Grants Management and Compliance.

Knowledge, Skills And Abilities / Competencies

To qualify for this position, applicants must demonstrate ALL of the following KSAs:

  • Documented experience in the administration and/or management of federal and/or state grants.
  • Experience interpreting and/or applying state or federal laws, regulations, policies, procedures and/or guidance in the area of grants management.
  • Experience with Salesforce or similar grants management software.
  • Experience in written and/or oral communication regarding federal and/or state non-disaster preparedness grant programs to stakeholders.

Minimum Education And Experience Requirements

Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution or an equivalent combination of education and experience.

Military Experience

  • A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).
  • A former member of the North Carolina National Guard who served for at least 6 years and were discharged under honorable conditions, must attach either a DD256 or NGB 22.
