Major Functions
The County of Volusia is seeking a Leisure Services Manager for the Parks, Recreation & Culture Division. This position is responsible for administrative work managing recreation and ballfield maintenance.
Illustrative Duties

- Develops, manages and evaluates programs.
- Oversees ballfield maintenance for regional parks.
- Coordinates, supervises, and trains staff.
- Develops policies and procedures for employees and programs.
- Compiles reports as required.
- Assists with preparing and monitoring the annual budget.
- Maintains detailed records of program expenses and revenues. Monitors equipment budget.
- Develops and approves program literature, brochures, pamphlets, etc. for distribution.
- Stimulates public participation in program under direction.
- May make presentations to interested groups and civic organizations.
- Prepares specifications and purchase requests for materials and equipment.
- Plans, secures, and monitors contractual agreements such as school usage agreements, facility usage agreements, concession contracts and renovation/construction contracts.
- Researches, coordinates, and manages grant funding activities.
- Addresses correspondence from citizens, civic groups, external agencies, and others.
- Resolves customer complaints.
- Ensures safety of recreational activities and facilities such as playgrounds, centers, ball fields, etc.
- Develops and implements safety and training programs.
- May coordinate and oversee work performed by contractors.
- May oversee special programs and projects such as the Adopt-A-Park program, park caretaker program, park beautification and cleanup programs, and volunteer programs.
- Performs related work as required.
Minimum Requirements
Seven (7) years of progressively responsible experience in Recreation, Business Administration, Public Administration, including at least three (3) years of progressively responsible experience in Leisure/Parks services.
OR
Bachelor's degree in Recreation, Business Administration, Public Administration, or related field and three (3) years of progressively responsible experience in Leisure/Parks services.
Must possess a valid driver's license at the time of hire.
Must obtain a valid Florida driver's license within 30 days of hire and maintain thereafter.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
Knowledge, Skills & Abilities
- Knowledge of management principles, practices, and techniques
- Must obtain a Certified Parks & Recreation Professional (CPRP) Certification
- Extensive knowledge of summer camp management, special events, and recreational programming.
- Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
- Knowledge of budgetary principles and techniques.
- Ability to establish and maintain effective working relationships with associates, subordinates, public officials, governmental agencies, and the general public.
- Ability to communicate effectively orally and in writing.
- Ability to organize and schedule staff.
- Able to work under stressful conditions.
- Ability to manage and direct simultaneous projects and programs.
- Ability to supervise subordinate staff and assign work.
- Knowledge of facilities and equipment required for indoor and outdoor recreational facilities.

Mental Demands: Ability to read and comprehend technical and professional manuals and journals; maps, reports, letters, memos, financial reports. Ability to write instructions, reports, procedures, rules. Ability to speak publicly and extemporaneously.
Physical Demands: Sedentary to Light Work. Ability to see, talk, lift, grasp, kneel; finger dexterity. May require ability to traverse uneven terrain.
Environmental Demands: Inside and outside work. May be exposed to inclement weather (rain, cold, humidity, and heat), dust, and fumes.
