Description

We are looking for candidates who have a Bachelor’s Degree and experience in Civil Engineering, Civil/Transportation Engineering, Transportation Planning or a related field. 


An American Institute of Certified Planners (AICP) certification or related certifications are desirable as this is a municipal public works and transportation department position.


The Transportation Manager assists the Director of Public Works and Transportation on various issues related to growth and development of the City, specific to multi-modal transportation. Duties include development, management, and evaluation of plans, programs, budgets, studies, and documents related to all modes of transportation in the City, with specific emphasis on emerging technologies in the field of transportation. This work is performed under general direction – the incumbent establishes methods and procedures for attaining specific goals and objectives and receives guidance in accordance with broad goals; only final results of work are typically reviewed, through conferences, meetings, and accuracy of results achieved.

Examples of Duties

ESSENTIAL FUNCTIONS:

Manage all transportation responsibilities for the Public Works and Transportation Department; oversee and lead the development of the Transportation Master Plan including emphasis on traffic management solutions, establishing a trails system, sidewalk connection, embracing emerging technology, improving public transportation and improving connectivity and safety. 

Participate in the development of long- and short-range planning of potential transportation improvement projects.

Explore opportunities for available local, State and Federal monies or grants available for transportation enhancement projects.

Build and maintain productive working relationships and partnerships with federal, state, local, nonprofit, and private sector representatives to collaborate, cohesively plan, and ensure the coordination of assigned transportation planning activities.

Collect, organize, and analyze data for the region’s transportation projects, studies, and activities, including traffic count data, crash data, and pavement condition inventories. 

Perform technical analysis and calculations, in accordance with standard and accepted transportation planning and engineering standards and practices.

Maintain and update transportation-related databases; prepare administrative and technical reports, correspondence, and studies and makes presentations regarding program activities.

Advise the Director of Public Works and Transportation, various committees, boards, commissions, and elected officials on transportation-related issues.

Serve as liaison to the Transportation Advisory Board and performs all necessary functions in support of this role.

Attend substantial number of evening meetings.

Assist with and lead a variety of multimodal and travel demand studies, corridor modeling, including specification of the problem, data to be collected and analyzed, application of computer models, planning for the interpretation and reporting of results, the development of conclusions and recommendations for project implementation, and oversight of technical tasks conducted by other team members, as appropriate.

Coordinate with the Engineering and Streets Divisions of the Public Works and Transportation Department on multiple projects and programs.

Review traffic studies submitted for private development, analyzing the impacts, and making recommendations on improvements as needed.

Perform other work as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

Detailed knowledge of occupational hazards, safety rules, and practices and the ability to transmit such knowledge to subordinates.

Detailed knowledge of multimodal transportation planning and engineering principles and techniques, including experience working with data collection and analysis and finding compelling ways to display information.

Detailed knowledge of traffic operations, traffic counts and/or traffic modeling software, including SYNCHRO.

Detailed knowledge of modern office terminology, methods, practices and procedures, business English, spelling, punctuation, and formatting correspondence.

Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).

Ability to create maps, graphics, plans and document layout using the Adobe Suite, CAD and ArcGIS or other applicable software.

Ability to effectively communicate strategies (written, graphical, and presentation) to explain project concepts and engage with colleagues, policymaking officials, members of the public, and technical advisory groups.

Ability to understand and follow oral and written instructions and keep accurate records.

Ability to supervise the work of others, excel in team management, and assist with daily operations.  

Ability to complete tasks in a timely manner, multi-task, organize workload, meet deadlines, follow-up and take tasks to completion.

Ability to maintain focus and flexibility with frequent interruptions; ability to follow up and monitor status of ongoing projects.

Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.

Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.

Ability to demonstrate proficiency in the City of Winter Park Core Competencies.

Ability to understand and follow oral and written instructions and keep accurate records.

This position is performed with detailed knowledge – the incumbent has a thorough understanding of nearly all information in relevant source documents and is considered an expert in a particular subject field.

Typical Qualifications

MINIMUM QUALIFICATIONS:

Bachelor’s degree or equivalent with major course work in Transportation Planning, Civil or Transportation Engineering, or a related discipline, supplemented by a minimum of three years of experience in transportation planning or engineering, and design.  

A master's degree in a related field is preferred. 

CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:

NOTE: All certifications must be current at the time of application and must be maintained as a condition of continued employment.

Possess and maintain a valid State of Florida Driver’s License, Class E or higher.

American Institute of Certified Planners (AICP) certification, Florida Professional Engineer (P.E.) licensure, and Professional Traffic Operations Engineer (PTOE) certification, are preferred.
