Primary Purpose

Under the direct supervision of the Public Safety IT Supervisor, supports designated County staff by overseeing the configuration, implementation, maintenance, and documentation of IT related hardware and software. Coordinates with all levels of County staff to analyze, troubleshoot, and resolve IT-related issues and to propose and implement new products. Works independently to determine priorities, assess and solve problems, and troubleshoot and resolve critical system downtime.

Essential Job Functions

  • Assists in preparing specifications for new hardware and software; in setting up, installing, configuring and testing hardware and software; and in answering, prioritizing, and completing requests from users.
  • Troubleshoots and conducts general maintenance of all desktops, laptops, tablets, and computer-related equipment and software; adheres to organizational standards and procedures for documenting and tracking equipment serial numbers and licenses.
  • Assists in managing servers in the Public Safety environment, ensuring continual operation and availability.
  • Assists in configuring and managing systems operational applications such as antivirus applications, security applications, email applications and backup software applications; assists with installing and configuring various operating systems, programming languages and hardware.
  • Assists with the scheduled releases of software updates and enhancements and patch management; monitors system logs and activity on servers and devices.
  • Troubleshoots problems with networks, web services, mail services and other aspects of an integrated environment; develops, maintains, tests and monitors procedures for server backups; monitors, plans, and coordinates the distribution of client/server software and service packs; performs on-site and remote technical support.
  • May assist with communications between departmental end-users, technical analysts, consultants and other governmental organizations in the analysis, design, configuration, testing, and maintenance of CAD and Call Handler (VESTA) systems to ensure optimal operation performance.
  • Assists in the organization, inventory and procured maintenance of all hardware and software resources.
  • Install upgrades and maintains business applications.
  • Generate reports as needed.
  • Communicates regularly with supervisor on all tasks and projects.
  • Creates and maintains effective technical documentation. Assists with developing and maintaining system policies.
  • Supports Windows Devices, Active Directory, ArcGIS, ESRI, Jail Management Systems and PageGate.
  • Supports LANs, WANs, Network segments, Internet and Intranet Systems.
  • Monitors networks to ensure security and availability to specific users.
  • Administers security updates and patches.

Knowledge/Skills

  • Knowledge of microcomputer systems hardware, software, networks, and operating systems; of the functions, uses and limitations of computers and peripheral equipment; of software and hardware capabilities and limitations; of trouble shooting and of diagnostic applications in order to perform independent analysis and resolution of problems.
  • Ability to maintain familiarity of emerging technology and trends that will impact microcomputer systems at the County.
  • Ability to act in an independent and conscientious manner using sound judgment; to communicate effectively both orally and in writing; to maintain confidentiality; and to establish effective working relationships with associates and the public.
  • Skilled in installing, supporting, and troubleshooting networks.
  • Skilled in defining, testing, implementing, and training users around security controls.
  • Skilled in supporting clients in person, over the phone, and virtually.

Minimum Qualifications

  • Associate’s Degree in Computer Science or related field; and
  • Experience in computer programming, computer operations, computer science, or closely related fields totaling four (4) years.
  • Any combination of education and experience in computer programming, computer operations, computer science, or closely related fields totaling four (6) years.
  • Higher level education in computer science or related field may be substituted for years of experience on a year for year basis with thirty (30) credit hours equal to one (1) year of experience.
  • Related experience may be substituted for required education at a rate of 30 semester hours equal to one (1) year of experience.
  • Candidates with certifications (MCSE, MCSA, CCNA, VCP, MCITP, VMWARE) will be given additional consideration.
  • Must pass NCIC certification background check.

Supplemental Information

Working Conditions

Work is performed primarily in an office setting. Work schedule may include evening, weekend, emergency call and call-back hours. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; reach with hands or arms; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short distance required. May be required to lift up to 50 pounds. May be subject to exposure to electrical hazards, CRTs and VDTs. May be subject to random pat down searches and to random drug and alcohol testing.

Conditions Of Employment

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
