Job Summary:
Assists the Director of Public Safety with the planning, direction, and supervision of the day-to-day operations of the O’Fallon Emergency Medical Services Department. Duties include (but are not limited to): divisional planning, implementing policies and procedures, budget oversight and maintenance, management and personnel actions, scheduling, coordinating equipment needs, training, outreach, and other duties to benefit the Department of Public Safety.
Supervisory Responsibilities:
This position is the first-line supervisor of the EMS Shift Supervisors and the EMS Division staff.

Essential Duties/ Responsibilities:
- Responsible for assisting with divisional planning and organization including development, implementation and revision of goals and policies.
- Participates in the development and implementation of divisional operating procedures, rules, regulations, work methods and programs and performing personnel inspections to ensure adherence.
- Maintain License as a Paramedic in the State of Illinois and qualify with all the essential job duties and responsibilities of a Paramedic for the City of O’Fallon.
- Coordinates compliance with policies and procedures set by the Illinois Department of Public Health, EMS region 4 guidelines, City Council, City, and Department.
- Assists in the development of a divisional budget including forecasting additional funds for staffing, equipment, capital expenditures, etc.
- Coordination of all divisional purchases for budgeted items, maintaining detailed budget records and approval of divisional purchase orders.
- Coordinates and assigns equipment and vehicle maintenance schedules, prepares recommendations for equipment and vehicle needs, provides oversight for the re-certification and inspection of vehicles and medical equipment as needed.
- Prepares specifications, solicitations for bids, implements approved bidding process, reviews bids in consultation with EMS staff, and oversees the purchase of equipment.
- Responsible for overseeing EMS division schedule and payroll records as well as maintaining a work schedule that allows for adequate oversight of all O'Fallon EMS employees.
- Reviews and evaluates the performance of subordinates, monitors division employees and personnel files to ensure compliance with all personnel policies, communicating and assigning discipline as needed.
- Coordinates division requests for vacation time, compensatory time, sick leave, and other absences as required.
- Responsible for communicating with staff and citizens regarding personnel complaints, documentation and conducting or coordinating necessary follow-up.
- Reviews and prepares reports regarding division operations, equipment and manpower needs, reviews overtime allocations, authorizes special assignments and conducts performance appraisals of EMS Supervisors.
- Responsible for conducting internal investigations, including conducting interviews of involved parties, collecting evidence and issuing disciplinary recommendations.
- Advises Director of Public Safety of risks and manages risk to increase employee safety, safety of others, and to avoid unnecessary loss or liability.
- Monitors EMS activity trends that may affect the quality of service provided to citizens and initiates necessary adjustments when needed.
- Responsible for the development, supervision of and recordkeeping for EMS division training, continuing education, and applicable accreditation program(s).
- Keeps up to date on new developments in EMS technology and procedures through consultation with EMS Shift Supervisors and attendance at training and instructional programs.
- Responsible for coordinating EMS division activities with other divisions, agencies and jurisdictions and exchanging required information.
- Promotes public outreach and serves as a division liaison with City officials and community groups, representing the division at meetings and ceremonies.

Essential Education and Experience:
- Bachelor’s degree (Master’s preferred) in management, law, political science, sociology, public administration, business administration or closely related field, and:
- At least five years of progressively more responsible related work experience or:
- Other equivalent combination of education and experience may be considered.
- Licensed Paramedic in the State of Illinois.
- Valid driver’s license in good standing.
Essential Physical Requirements:
- Perform medium physical work exerting up to 50 pounds on an occasional basis; perform such activities as fingering, grasping, lifting, and reaching, crouching and repetitive tasks.
- See clearly at close and far distances, identify, and distinguish colors, adjust focus and see to the right and left while focused on an object (peripheral vision).
