Development Services - Code Enforcement Technician
General Description: In accordance with local, state, and federal regulations, the employee performs code enforcement primarily with additional related environmental health and building activities to protect and maintain compliance with various standards.

Ability to independently recognize, evaluate, and properly resolve unique problems or situations requiring the exercise of good judgment.
Basic knowledge of federal, state and local laws and regulations related to code enforcement activities. Knowledge of Building, Environmental Health and Land Use codes for Park County preferred.
Strong customer service skills with emphasis on problem solving and conflict resolution.
Strong organizational skills and ability to work on several cases or issues simultaneously
Good negotiation, mediation, conflict management and problem-solving skills
Ability to use a variety of job specific software and tools, including but not limited to digital cameras, small hand tools, simple office equipment, personal computer, copier, printer, fax machine, scanning machine, laminating machine, phones, I-pads, smart phone, police radio.
Ability to operate a motor vehicle
An ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the County in a positive and cooperative manner.
Ability to read, comprehend and follow departmental policy and procedures.
Ability to independently recognize, evaluate, and properly resolve unique problems or situations requiring the exercise of good judgment.
Visual acuity is required to operate a motor vehicle and make general observations and inspections.
Ability to acquire additional certifications related to the inspection processing and completion of regulatory compliance processes.
Code Enforcement
Perform complaint investigations and various technical inspections to ensure compliance with land use, wastewater, environmental health, and building regulations
Collects data regarding ongoing cases to assist with determining whether correction notices and “stop work” notices are warranted. Assists with preparing court testimony regarding violations.
Document site observations and related communications.
Regulate, investigate and enforce by conducting field investigations including visual observations of property conditions, collect information and uses sound judgment and knowledge of County requirements to determine if code violations exist.
Takes appropriate corrective action, including notification of issues in writing, by phone, in person and electronically.
Performs on-site inspections of commercial and residential buildings, sites and vacant land to determine if the property is in compliance with County regulations.
Initiates the legal and judicial process by issuing and serving summonses and providing evidence and testimony at hearings and trials and ensures that the legal requirements of notification are met
Initiates nuisance abatement hearings.
Maintains updated case files for documentary and historical purposes.
Acts with the public in mind, response to requests promptly and provides effective services or solutions for customers according to department policy and procedures.
Perform field work and office duties in coordination with the department’s total effort.
Nature of contact with others required for successful job performance:
The ability to effectively communicate in a tactful manner while giving information to the general public, who at times may be angry/aggressive.
Solid written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel within the County and the general public in a positive and cooperative manner
Must work with other staff members to form an effective team serving the citizens of Park County.
Other Duties As Required
Other environmental health or building duties maybe required to cross train and assist by conducting driveway, septic and/or building inspections.
Physical Requirements/work Environment
Split time between being in the field performing inspections, travelling on improved and unimproved roads and office/desk time.
Walk on unstable terrain, ability to walk up hill/downhill and possibly encountering angry customers.
Work is primarily performed outdoors in all-weather conditions including extreme cold and heat, moderate to loud noise levels, and in an office environment with low to moderate noise levels.
Physical effort and activities include frequent driving of a county vehicle to perform site inspections and investigations, ability to constantly talk, hear, taste or smell odors, use hands and fingers to manipulate objects, and frequently stand, walk hike, sit and reach with hands and arms.
Occasionally handles objects weighing up to 50 pounds and up to 10 pounds frequently
May require the individual to occasionally change a flat tire and walk into a jobsite.
Qualifications
Education: High school diploma or GED and two (2) years of experience in code enforcement/law enforcement, or three (3) years of experience in any of the trades or professions associated with the aspects of construction, preferred certification from IRC/IBC and NAWT to satisfy the technological requirements for this position.
Valid Colorado Driver’s License
Must pass background check
Prefer general knowledge of county regulatory policy and land use regulations.
