DISTINGUISHING CHARACTERISTICS OF WORK
Employees in this classification perform skilled inspection work in enforcing compliance with The Florida Building Code (FBC), City codes and ordinances pertaining to general building construction and repair; inspect construction, alterations and repairs to residential, industrial, institutional and commercial buildings for conformance to structural safety regulations and requirements. Employees in this classification must regularly exercise technical judgment and discretion based on their familiarity with a wide variety of construction and repair problems. General supervision is received from a Chief Building Inspector or the Building Official.
ESSENTIAL EXAMPLES OF DUTIES
The following illustrates examples of some of the essential duties and responsibilities of the Building Inspector. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Supervisor.
On new construction, building alterations, modifications and remodeling, inspects sites for compatibility with approved plans; and compliance with the Florida Building Code, applicable Miami-Dade County Ordinances and City codes and ordinances.
Checks condition of foundations, footings, slabs and walls before concrete is poured.
After structures are framed, checks foundation walls, partition and roof framing for conformity to the Florida Building Code.
If materials or methods are not in compliance with approved drawings and codes, orders a stop to construction until all items are corrected.
Confers with architects, builders and fabricators concerning construction practices and related matters of safety.
Canvasses the City to look for building code violations, such as building, remodeling or additions without a permit.
Maintains records of inspections.
Posts inspection results in the Permit Program and prepares investigative reports.
Upon completion of a building, makes final inspection to determine that all work has been completed in accordance with permit drawings and approved revisions.
Responds to emergency calls as required by the Building Official and the Fire Marshall.
Performs other related duties as required, such as building and roofing plans review, etc.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the building trade.
Good knowledge of Florida Building Code and all applicable County and City ordinances pertaining to or amending the building codes.
Ability to read and interpret plans, specifications and blueprints accurately and to compare them with construction in process.
Ability to maintain effective working relationships with building owners and contractors.
Be in good physical condition.
Ability to post inspection results in the computer data-entry program.
PHYSICAL REQUIREMENTS
The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.
Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
Work is performed indoors within a quiet to moderately noisy environment.
Must be able to lift, carry and or push articles weighing up to 20 lbs.
MINIMUM TRAINING AND EXPERIENCE
Must have five (5) years of construction experience in a supervisory capacity; possess a valid Florida driver license, and at least one of the following:
1. A general contractor’s license and a current Certificate of Competency issued by the State of Florida Construction Industry Licensing Board; or
2. A general contractor’s license and a current Certificate of Competency issued by the Miami-Dade County Construction Trades Qualifying Board; or
3. A current State of Florida Registered Architect or Professional Engineer, with building construction experience.
Condition for continued employment: Must be Certifiable by the Florida Board of Building Code Administrators and Inspectors and the Miami-Dade County Code Compliance Board.
