General Statement of Job
This position provides functional day to day oversight and direction of the Fleet Technicians by coordinating and prioritizing their work assignments and reviewing completed work for conformance with standards. Establishes policies and procedures for the operations in the fleet shop. Assists in supervising the City’s fuel supply/storage system. Monitors shop safety procedures and recommends improvements. Schedules preventative maintenance activities with internal departments to minimize vehicle downtime. Coordinates activities with internal customer departments, outside vendors, and service providers. May perform repairs as needed. Coordinates and plans equipment purchases and assists with life cycle analysis and disposal. Perform service writer duties as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provides daily oversight of staff who engage in the repair and maintenance of municipal vehicles and equipment and parts inventory to include: prioritizing, assigning and inspecting work; providing staff with training and direction; provides input into performance evaluations; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and provides input into hiring decisions, termination and disciplinary recommendations
• Assist with repairs/diagnostics when needed. Cover shifts as needed during emergencies as requested and required by the City.
• Performs administrative duties to include retrieving maintenance data from the automated equipment management information system; and estimates materials required by employees and requisitions materials and supplies. Verifies that all parts required for repairs are captured in each work order to ensure accurate customer billing. Performs service writer functions, Performs weekly shop safety inspections and ensures adherence to proper safety This position is also responsible for the repair and maintenance of the shops equipment to include the annual inspection to meet OSHA requirements.
• Schedules customer vehicles for preventative maintenance, unscheduled repairs, and manufacturer vehicle recalls; coordinates with service providers for outside repairs on all vehicles/equipment.
• Prepares work orders, schedules work, assigns job tasks, monitors progress, and communicates to all departments.
• Oversee vendor repairs; tracks and coordinates accident repairs; oversees quality control on work performed during shift.
• Coordinate with the Parts Department to verify all parts are in inventory and the repair of vehicles and equipment meet deadlines.
• Meets with customers to review vehicle/equipment replacement needs; answers questions from customers and departments concerning service and repairs.
• Assists to write bid specifications on equipment and supplies; inspects, tests, and evaluates incoming supplies, materials, and equipment; monitors and assists with parts receiving/distribution allocation.
• Assist with budget planning, provides estimates, and monitors replacement budget; participates in policy and procedure development, implementation, and monitoring.
• Meets with Fleet manger and other directors for updates as required; monitors the Fleet Operations phones.
• Coordinates and plans vehicle and equipment purchases, assists with life cycle analysis and prepares vehicles and equipment for disposal; estimates the cost and time of repairs, and determines the most cost-effective methods;
• Examines and test drives vehicle and equipment to ensure all repairs and maintenance have been completed satisfactorily.
• Provides oversight and maintains the City’s fuel system; troubleshoots problems involving fuel computer, adds/deletes vehicles and authorized personnel into computer database.

QUALIFICATIONS

Knowledge of:
• Current safety practices in the repair, preventive maintenance, and inspection methods, practices, and procedures as applicable to fleet maintenance
• Principles, methods, and techniques involved in the maintenance and repair of heavy equipment, automotive vehicles, and construction equipment.
• Testing equipment and tools used in the repair and maintenance of light duty automotive or heavy-duty vehicles, transit buses and mobile equipment.
• Hydraulics, electrical systems, air brakes, air operated accessories, welding, and fabricating, as well as engine, transmission, and drive train repair
• Fire apparatus to include, but not limited to, pumper, ladder, brush and other fire apparatus and systems.
• National Fire Protection Association standards, as they apply to motor vehicles and related apparatus.
• Safe working and equipment operating procedures

EDUCATION and/or EXPERIENCE
Associate’s degree or vocational degree/certificate in automotive maintenance, automotive engineering, diesel/heavy equipment maintenance. Five (5) years of experience in the maintenance and repair of automotive/heavy equipment or mobile equipment maintenance or repair or experience as a certified Emergency Vehicle Technician (EVT), depending on assignment. Supplemental knowledge and/or 5 years public works or similar job duties would be beneficial. Prefer lead or supervisory experience in vehicle repair trade in automotive, heavy-duty truck and equipment, and/or mobile equipment maintenance.
This is a safety-sensitive position that requires candidates successfully pass a pre-employment DOT drug screen prior to start date. This position is subject to Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) drug and alcohol screening as outlined in 49 CFR Part 382. Must possess a valid Florida Commercial Driver License (CDL), Class B or higher at time of hire.
CERTIFICATIONS, LICENSES, REGISTRATIONS
Must have at the time of hire and be able to maintain a valid Florida Commercial Driver License Class B or higher, and an EPA 609 A/C refrigerant handlers card. Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certification within 12 months of appointment to the job.
Preferred: Automotive Service Excellence (ASE) Master Automotive, Heavy-Duty Truck Technician or Transit Bus certification or four Emergency Vehicle Technician (EVT) certifications, depending on assignment.
