General Nature of Work
The purpose of this classification is to perform a variety of professional and administrative work in planning, developing, scheduling, directing, and implementing county-wide airport operations along with emergency management administration.
Job Responsibilities
- Supervises, directs, and evaluates assigned staff, processing employee concerns and coordinates with the Chief Human Resources Officer for personnel problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Remain on-call twenty-four hours, seven days a week.
- Carry out SOPs to ensure alignment with organizational and statutory requirements.
- Carry out emergency readiness checks.
- Develop incident and emergency management systems.
- Develop systems to ensure safety or security standards are followed.
- Identify safety or security risks and develop plans to reduce possible risks.
- Lead projects to improve safety and security.
- Modify action plans to deal with possible incidents.
- Oversee emergency exercises to review emergency readiness of team members.
- Oversee full emergency operations and use of resources.
- Project future manpower and resource needs in emergency services.
- Work with external agencies to research new emergency service technology.
- Work with stakeholders to conduct emergency exercise planning.
- Coordinates with Human Resources regarding Risk Management tactics and plans to minimize risk to the county.
- Coordinates with local school systems, law enforcement, and GEMA/HS to evaluate and exercise school safety plans.
- Reviews and interprets all local, state, and federal guidance for relief grants and incentives. Coordinates communication with the Financial Services Department, Grants Division, and Emergency Management to ensure compliance and reporting requirements are met.
- Provides budgetary recommendations; monitors expenditures to ensure compliance with approved budget; prepares recommendations for long-term plans and annual needs.
- Coordinates with the County Public Information Officer (PIO) to prepare, disseminate, and release public information and announcements related to Emergency Management and Homeland Security issues.
- Coordinates the build-out, operation and staffing of EOC Sections during disaster operations in compliance with the National Incident Management System (NIMS), Emergency Support Function (ESFs) and the County Emergency Operations Plan (EOP) frameworks.
- Responsible for management and operational readiness of the EOC and supporting infrastructure.
- Coordinates training and exercise program elements as required; testing planning efforts and Gilmer EMA operations.
- Coordinates volunteer organizations (VOADS) (internal and external).
- Serves as a Duty Officer for emergency response notification, activations, and support.
- Responds to major incidents as necessary.
- Establish and coordinate quarterly safety committee meetings to review incidents and accidents (injuries or property damage) impacting employees of the organization and the public.
- Records are to be maintained for proof of compliance and follow-up actions implemented.
- Coordinate departmental safety inspections to help identify potential claim exposures. Items to be documented for periodic inspections are all county vehicles, buildings and grounds, equipment and machinery, and work practices and procedures. Compliance shall be documented on the LGRMS provided checklist for verification.
- Coordinate safety training and implement safety rules for supervisors and employees. The safety coordinator will ensure that appropriate documentation is posted at or near job sites that instruct injured employees how they should proceed in the event of an on-the-job accident.
- Coordinate with Human Resources to implement and oversee a Drug-Free Workplace Program.
- Managing and administering multiple grant fund sources for local county government.
- Advising on and monitoring compliance with grant programs policies and procedures.
- Preparing or consulting on preparation of grant applications and proposals.
- Extensively interacting with subgrantees to monitor their work towards grant completion and closeout, and thoroughly documenting and reporting on project progress.
- Oversees the maintenance of mechanical, electrical, and structural systems for Airport facilities.
- Supervises and maintains runways, taxiways, lighting systems, and ramps, including maintaining and repairing runway-end identifier lights (REIL).
- Oversees and performs preventative maintenance and repair duties within the Airport.
- Reads and interprets building blueprints and airfield engineering plans in the performance of duties related to building and airfield lighting system maintenance.
- Coordinates airport operations, projects and development with Air Traffic Control, airport tenants, county, state, and federal officials.
- Consults with federal, state, local, and private agency officials on airfield construction and repair projects.
- Additional duties as assigned.

Minimum Qualifications
- Bachelor’s degree in Emergency Management, Crisis Preparedness, Aviation Management, Public Administration, or related field preferred; five (5) to eight (8) year(s) of progressively responsible management experience in emergency management, airport operations, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must possess and maintain a valid Georgia driver’s license with a satisfactory MVR
- Satisfactory background/drug check by county & other GEMA requirements.
- Must possess, or obtain the Georgia Emergency Manager Basic Certification within 24 months of employment.

Physical Requirements: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-20 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Work Environment: Essential functions are regularly performed without exposure to adverse environmental conditions.
