The Deputy Director, Policy and Standards Branch serves as a senior advisor within the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCOP), Office of Chief Administrative Officer Division, overseeing the development, implementation, and evaluation of department policies, procedures, and operational standards. This position ensures MPD policies align with federal, state, and District laws, best practices in law enforcement, and organizational objectives to promote public safety, accountability, and efficiency.

The Incumbent Will Be Responsible For The Following

  • Leads the development, revision, and implementation of MPD policies, procedures, and operational standards to ensure compliance with federal, state, and District laws, court rulings, and law enforcement best practices.
  • Conducts legal and regulatory analysis to identify necessary policy updates and recommend changes that enhance operational efficiency and accountability.
  • Drafts department directives including general orders, executive orders, and standard operating procedures (SOPs) in alignment with MPD’s strategic objectives and legal requirements.
  • Coordinates policy reviews and impact assessments to evaluate effectiveness and recommend improvements based on data, trends, and evolving public safety needs.
  • Develops policy training materials and guidance to support implementation and compliance across all MPD divisions.
  • Monitors federal, state, and District regulatory changes, ensuring MPD policies and procedures remain up-to-date and legally sound.
  • Works closely with internal auditors, legal counsel, and external oversight bodies to assess compliance with legal standards, accreditation requirements, and internal accountability measures.
  • Oversees compliance tracking systems to document policy adherence and identify areas for improvement.
  • Coordinates MPD’s responses to legislative inquiries, audits, and external reviews related to policy and standards.
  • Advises the Director of the Policy and Standards Branch and MPD leadership on policy-related issues, regulatory challenges, and emerging law enforcement trends.
  • Supports interagency coordination and collaboration with local, state, and federal partners to ensure alignment of MPD policies with broader public safety initiatives.
  • Leads policy research initiatives to identify best practices in law enforcement, community engagement, and risk management.
  • Provides insight and recommendations in the development of strategic plans and reform initiatives to enhance MPD’s operational effectiveness and accountability.
  • Provides policy guidance and training to MPD personnel on newly implemented procedures, compliance expectations, and best practices.
  • Represents MPD in policy discussions, task forces, and working groups involving government agencies, community organizations, and oversight entities.
  • Develops public-facing reports and communications on MPD policy initiatives to promote transparency and community trust.
  • Supervises assigned staff, providing direction and performance oversight on policy-related assignments and projects.
  • Prepares reports, memoranda, and briefings for MPD leadership and stakeholders.
  • Performs a full range of supervisory functions which include: assigning, directing, and reviewing the work of subordinate staff; administering leave and attendance; evaluating staff performance; recommending hiring, promotions, status changes, awards, disciplinary actions, and terminations; planning, schedule, and coordinate work operations to achieve the optimal combination of employees and assignments including resource realignment and/or restructuring plans; addressing issues or problems related to work operations; negotiating and troubleshoot employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; coaching; developing performance metrics and standard operating procedures; addressing disciplinary problems; and providing governance over staff development and training plans.
  • Performs other related duties as assigned.

Education

High School Diploma or its equivalent required. Bachelor’s Degree preferred.

Work Experience

Minimum of one (1) year of specialized experience at the MS-13 grade level or equivalent in policy writing, policy development, regulatory compliance, legal research, law enforcement administration and organizational strategy related to policing and criminal justice. Specialized experience for this position includes but not limited to: demonstrated ability to bring about policy change, demonstrated leadership experience in the development of policies and procedures in a variety of administrative and financial functions; experience in directing policy formulation and execution activities in furtherance of the organization's mission by leading staff and providing expert guidance to staff engaged in the policy development and implementation; demonstrated ability to conduct policy and management studies and effectively communicate results with senior executives and to develop sustainable relationships with a variety of internal and external stakeholders to drive engagement or influence decision making and ability to lead others toward meeting organization’s vision, mission and goals.; ability to identify, analyze and address a wide variety of issues and problems in a high-intensity environment; demonstrated written and oral communication skills.

Work Environment

One year of prior management/leadership experience required.

Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Other Significant Factors

This position may be considered an Emergency or Essential position. The position is part of a 24/7 operation and is subject to non-traditional work hours including rotating shifts, shift works, and working weekends and holidays.

  • Traffic record check (as applicable);
  • Pre-employment drug and alcohol test (as applicable);
  • Consumer credit check (as applicable);
  • Reasonable suspicion drug and alcohol test;
  • Random drug and alcohol test;
  • Return to duty or follow-up drug and alcohol test; and
  • Post-accident or incident drug and alcohol test.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
