Position Summary

Under the general direction of the Director of Parks & Recreation, the employee will provide managerial and administrative leadership involving recreation facilities and recreation/leisure programming, athletic and aquatic activities, partnership agreements and project management. Work assignments are broad in scope and require the use of independent judgment and initiative in making managerial decisions of considerable difficulty. This position calls for an individual to exercise considerable independence in working with department and division managers both outside and within the department.

Major Duties and Responsibilities

  • Reviews current and future requirements from needs assessments and develops both short- and long-range plans to anticipate and meet those needs.
  • Develops, coordinates, implements, and monitors facilities, programs, and events.
  • Develops, implements, and approves program service guidelines for facility operations and use.
  • Develops, implements, and approves promotion of programs and events.
  • Ensures proper maintenance of assigned facilities and equipment.
  • Coordinates organization's programs and activities with other City and public organizations.
  • Recruit and Supervise program instructors, volunteers and partners.
  • Manages recreation management platform.
  • Supervises and assists staff with their program plans, budgets, registration and review of Athletic, Recreation and Aquatic programs of the area Coordinators, evaluates assigned programs for progress and conformance to work plans. Makes changes in program plans when indicated.
  • Assign personnel to work locations; creates weekly schedules of personnel, coordinates the work of all subordinates and the use of available equipment to obtain maximum performance.
  • Inspect and analyzes reported problems to determine extent of maintenance needs.
  • Attend necessary meetings and maintain required certifications and licenses. Represents the department at community events and promotes the departments overall mission.
  • Research industry trends and make recommendations for program offerings.
  • Required to respond under emergency condition
  • Consults with others on complex problem situations and provides technical expertise.
  • Provides progress and activity reports to senior management; and assists with the revision of procedure manuals as appropriate.
  • Assists in preparation of the Standard Operating Procedures Manual, Emergency Management Plan and Operations Manual, makes regular and periodic inspection visits to all recreation facilities.
  • Relays authorized instructions and orders from the Director and Assistant Director to assigned divisions of the department and information or requests to other departments of the city.
  • Provides public information on Recreation and Park programs and services through press releases and making presentations.
  • Develops and prepares grant proposal applications; monitors ongoing activities associated with such grants.
  • Manages onboarding for new employees, develops and recommends training for all employees based on area of need and monitors certifications for all staff
  • Directs and oversees leases and contracts; prepares monthly reports and revenue projections for department.
  • Oversees the Volunteer Services Program, tracks volunteer hours and need, coordinates annual volunteer banquet.
  • Conducts public surveys to assess community needs and determine adequacy of present programs and feasibility of potential new improved activities.
  • Assists in the preparation and monitoring of divisional budgets, reviews recommendations for fees and charges for facilities and services.
  • Perform other related duties as required or assigned

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Bachelor’s Degree from an accredited college/university, or trade school with an emphasis on Recreation/Leisure Services Administration or closely related field. Five (5) years of progressively responsible related experience and/or training in a supervisory capacity, preferably in a municipal setting and in leisure services; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.

Certifications, Licenses and Registrations

Must possess and maintain a valid State of Georgia driver’s license upon hire and obtain a Certified Park and Recreation Professional (CPRP) designation, and CPR/AED Red Cross certificate within one year of employment. Certified Youth Sports Administrator (CYSA) and/or Certified Pool and Spa Operator (CPO) preferred.

Thorough knowledge of principles, practices, methods, and materials and theories of the work.

Considerable knowledge of recreation/leisure camp and out-of-school programming.

Considerable knowledge of the hazards and safety precautions in recreational activities.

Knowledge of budgeting, accounting and program management.

Considerable knowledge of the principles and practices of recreation program planning management.

Considerable knowledge of the principles of event and program marketing.

Ability to plan, organize and direct the activities in the areas of responsibility and anticipate their impact on city government as well as the general public.

Ability to plan, direct and coordinate the work of supervisory and professional personnel.

Ability to establish and maintain positive working relationships with subordinates, community agencies and the general public.

Ability to analyze problems and exercise sound professional judgment and make logical and valid conclusions.

Through knowledge of principles, practices, methods and theories of recreation and parks administration.

Ability to keep records and prepare reports.

Ability to use personal computer and related software.

Ability to communicate effectively, both orally and in writing.

Ability to work effectively with coworkers and the general public.

Physical Demands

  • While performing the duties of this job, the employee is frequently required to sit; talk and hear; use hands to finger, handle, feel or operate objects, tools or controls; and reach with hands and arms.
  • The employee is occasionally required to walk, climb, balance, stoop, kneel and crouch.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • While performing the duties of this job, the employee regularly works in an office and outdoors. Exposure to all types of weather and will work around light and heavy equipment.
  • The employee regularly works in a normal office environment.
  • The employee performs some duties outdoors while conducting official business which will require local travel.
  • Willing to work overtime, weekends on call and holidays, and may be required to assist in special events.

Part-time employees who work an average of 30 hours per week over the course of a year, receive medical benefits and vacation and sick leave on a pro-rated basis.
