GENERAL STATEMENT OF JOB

Provides care, custody and control of inmates; protects the public.

EXAMPLES OF WORK

Provides security oversight and supervision of inmates at all times; enforces established rules and regulations.

Maintains a secure jail facility; inspects plumbing, outside areas, cells and locking devices for hazards and escape attempts.

Keeps track of inmates through head counts, visitor logs and inmate-scheduled activities.

Supervises inmates during eating, visits, recreation, use of the telephone and shower time.

Issues cleaning supplies, comfort items, laundry and all basic meals.

Ensures that inmate housing areas are clean and in good order.

Searches inmates.

Escorts inmates to and from cells, court, hospitals and doctor’s appointments.

Transports inmates using a motor vehicle.

Signs-in visitors and completes appropriate forms in accordance with established rules and procedures.

Receives mail, property and funds from visitors on behalf of designated inmates.

Receives property from incoming inmates; provides receipts; inspects for presence of contraband.

Assigns inmates to appropriate housing; determines appropriate housing; reviews housing assignments; arranges for medical/dental care of inmate(s).

Returns property upon release of inmates.

Informs inmates and visitors of rules, safety and security procedures, and responsibilities.

Maintains accurate records of assigned areas of responsibilities (i.e., admittance forms, visits, property, funds, schedules, release forms).

Performs data entry of gathered information; references computer databases; files forms and related paperwork .

Responds to inquiries from public, other staff, inmates and visitors.

Maintains communications with all other areas of the facility.

Participates in disciplinary hearings.

Must be able to meet work schedule and attendance standards.

Performs related duties as required.

Minimum Qualifications

Requires a high school diploma or GED. Must meet statutory requirements as outlined in sections 943.13 F.S. and 943.135 F.S. Requires a valid driver license. A valid, Class ”C“ commercial driver license with a “P” endorsement is preferred.

Other Requirements

Physical Requirements: Must be physically able to exert in excess of 100 pounds of force occasionally, or in excess of 50 pounds of force frequently, or in excess of 20 pounds of force constantly to move objects. Must ascend/descend ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs or hands and arms. Must be able to run occasionally. Must be able to bend the body downward and forward by bending spine at the waist, requiring full use of the lower extremities and back muscles. Must be able to bend legs at knees to come to rest on knee(s). Must be able to bend body downward and forward by bending legs and spine. Must be able to reach, extend hand(s) in any direction. Must be able to handle, seize, hold, grasp, turn or otherwise work with hand(s). Must be able to finger, pick, pinch or otherwise work primarily with fingers rather than the whole hand or arm. Must be able to stand and/or walk for more than 50% of the time. Is exposed to possible bodily injury from blood-borne pathogens, combative inmates or falling from high, exposed places. Is exposed to bodily fluids and moderate levels of noise.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information; includes receiving assignments and/or directions from supervisors. Includes giving instructions to others. Requires the ability to tactfully and effectively interact with the public and with co-workers.

Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.

Intelligence: Requires the ability to apply principles of effective jail management and common sense understanding to carry out detailed written or oral instructions; to deal with problems involving a few concrete variables in or from standardized situations; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical languages, such as mechanics and electrical, used within the parameters of the job.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide.

Forms/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment, communications machinery and to operate motor vehicles and firearms.

Manual Dexterity: Requires the ability to handle a variety of items including computer keyboards, office equipment, control knobs, switches, physical safety devices, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under high levels of stress when confronted with an emergency or tight deadline. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.

Physical Communication: Requires the ability to talk and hear; (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through telephone and radio.

Health Insurance is provided at a low cost to employees; family coverage is also available at a reasonable rate.

Life Insurance - The BCC provides $25,000 of basic life and accidental death and dismemberment (AD&D) insurance for each employee. Employees may purchase optional group term life insurance in $25,000 increments up to a maximum of $500,000.

Long Term Disability – BCC provides a long-term disability for all full-time employees. Has a six-month waiting period from date of incident, and then receives 50% of salary up to five years. Employee may buy up an additional 10%.

Dental Insurance is provided at no cost to employee; family coverage is available for a reasonable rate.

Section 125 Plan (Flexible Spending Plan) - Allows employees to pre-tax certain insurance costs; unreimbursed medical; and dependent care expenses.

Florida Retirement System (FRS) – The County pays a percent of the employees’ salary into the FRS.

Holidays /Annual and Sick Leave Accruals - The County offers 10 paid holidays and annual and sick leave accrual.

Bereavement Leave - In the event of death in an employee’s immediate family (as defined in the Human Resources policy), he/she may be granted bereavement leave with pay for up to a maximum of twenty-four hours (24) hours.

Deferred Compensation Savings is offered to all full-time employees through payroll deduction.

Full-time employees offered free membership to Central Credit Union of Florida and Eglin Federal Credit Union. Participate through payroll deduction.

Full-time employees may purchase U.S. Bonds through payroll deductions.

Employee Assistance Program (EAP) - Full-time employees may use the EAP after completion of 6 month Probationary period. Three counseling sessions will be provided by the EAP provider at no cost to employee/spouse or dependent.

Educational Reimbursement Program - Reimbursement of tuition and books for all full-time employees after one year of employment. (Department Head approval required).
