CODE COMPLIANCE OFFICER

Definition
Under the direction of the Compliance Manager, performs office and field work in the investigation of violations or potential violations of State and local codes, laws, and ordinances; enforces State and local codes. Receives, processes, and maintains citizen complaints of a routine nature. Conducts onsite inspections and re-inspections; investigates and determines existence and type of zoning, signage, health, noise, animal, public safety, short-term rentals, property maintenance and/or nuisance code violations and recommends corrective actions to bring about compliance; determines time frames for compliance achievement; issues notices of violations and citations; performs follow-up monitoring to ensure compliance. Performs related work as assigned.

- Performs routine code enforcement activities, including conducting field investigations for possible violations of a variety of City codes and ordinances including zoning, substandard housing, nuisances, blight conditions, short-term rentals and property maintenance.
- Answers inquiries from and advises property owners, builders, outside agencies, and the public regarding compliance with zoning regulations, property maintenance standards, structure design standards, regulatory practices and current active code enforcement cases; maintains records of citizen inquiries and complaints and tracks status of resolution; notifies citizens and other parties of the status of such inquiries by phone, letter, or in person.
- Accepts, processes, investigates and ensures a timely resolution to citizen-initiated potential code violations; responds to citizen complaints regarding potential code violations; conducts research regarding property ownership, current and past permits and applications, and applicable codes; coordinates code enforcement actions with other City departments and other governmental agencies when necessary.
- Consults with and coordinates activities with Code Enforcement Officer ll, Planning Department management, the City Manager, City Attorney, City department heads, and other City staff; plans and recommends code enforcement strategies and policies; develops code enforcement procedures and schedules; assists planners in preparing new municipal codes or revising existing ordinances.
- Maintains accurate, complete records of complaints, inspections, violations and citations; prepares periodic written reports detailing code enforcement activity and results for presentation to the Planning Commission and/or City Council.
- Maintains City’s right-of-way’s by removing shopping carts and illegal signage.
- Prepares record of violations for submittal to the City Attorney; prepares materials for City Council’s review; gives written or oral testimony before the City Council and/or Court of Law.
- Represents the City with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Performs related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge Of
- Local government organization and functions;
- Administrative principles and practices, including goal setting, program development, implementation and evaluation.
- Principles and practices of code enforcement.
- Applicable laws, codes and regulations.
- Principles and practices of code enforcement and inspection, requirements for documentation of actions for legal case establishment and court presentation.
- Safety principles, practices and equipment related to the work.
- Standard office practices and procedures.
- Computer applications related to the work.
- Record keeping principles and practices.
- Correct business English, including spelling, grammar and punctuation.
- Techniques for dealing with a variety of individuals where relations may be confrontational or strained. Applicable laws, codes, and ordinances affecting construction, zoning and building inspection work;
- Life safety and fire prevention principles and practice;
Ability To
- Communicate clearly and concisely, orally and in writing;
- Prepare clear and complete reports, correspondence and other written materials.
- Analyze and compile technical information on code investigations and violations and explain applicable ordinances and codes;
- Understand legal descriptions and boundary maps of real property; read and interpret maps and plans;
- Use a camera and/or camcorder effectively; use computers and other related office equipment;
- Operate a vehicle, observing legal and defensive driving practices;
- Deal constructively with conflict and hostile situations to develop effective resolutions;
- Read, interpret and explain complex drawings, specifications, codes, ordinances, and other related building documents;
- Deal successfully with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.

- Ability to successfully pass a pre-employment physical including drug test
Supplemental Information
Experience/Education
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- High school diploma or equivalent; Some college is highly desired.
- A combination of education and experience equivalent to three (3) years of customer service experience or experience in enforcing local codes and ordinances, conducting investigations and inspections and resolving violation situations;
- Ability to acquire a PC 832 certification issued by the Commission on Peace Officer Standards and Training (POST) within six (6) months of hire.
- Ability to acquire the designation of Certified Code Enforcement Officer(CCEO) by the California Association of Code Enforcement Officers.
- Valid California driver’s license with a good driving record at time of appointment
