Position Information
The City of Turlock is accepting applications for the position of Part-Time Animal Services Kennel Attendant. This individual will assist the Animal Control Officer with the day-to-day functions and maintenance of the Animal Control Facility. The Part-Time Animal Services Kennel Attendant may also assist the Animal Control Officer in the field.
An eligibility list will be established from this recruitment that will be valid for six (6) months.
Essential Functions
Job duties may include but are not limited to the following:
- Receive and dispatch complaints and concerns of the public by phone and in person
- Assist in the daily care and control of sheltered animals
- Assist in monitoring the conditions of animals held in the shelter and of the facility itself to ensure the health and safety of the animals housed there
- Assist in monitoring animal foods, equipment and supplies
- Issue dog licenses
- Interact with the public
- Euthanize and dispose of animals as appropriate
- Restrain confined animals using snaring equipment, leash or lead, or other means of controlling animals as deemed necessary, in accordance with proper safety procedures
- Assist with the preparation and maintenance of reports and records
- Operate cash register
- Perform data entry and retrieval
- Administer medication to impounded animals as directed by a Veterinarian
- Perform other related duties as assigned
Additional duties with a valid Penal Code 832 Certificate (desirable)
- Tranquilize animals with a tranquilizer gun.
- Issue court citations relating to animal control enforcement.
Knowledge, Skills, And Abilities
This position requires the ability to identify various breeds of dogs, cats, other domestic animals and livestock; deal effectively with the public; apply basic methods of animal collection and impoundment; provide routine care and feeding of domestic animals and perform basic computer skills and cashiering skills. Possession of a high school diploma or G.E.D. Certificate required. Prior experience working with animals in an animal shelter environment and/ or in an animal health services environment is highly desirable.

LICENSE AND CERTIFICATION
Possession of a valid California Driver's License at the time of employment, to be maintained as a condition of continued employment.
Must obtain certification in Small Animal Euthanasia within six (6) months from date of employment. Once possession is received and verified, hourly rate will increase to $21.00.
DESIRABLE CERTIFICATION
Penal Code 832 Certificate (Arrest and Firearms)
Selection Process

- Candidates who possess the minimum qualifications and have submitted complete application packets will be invited to compete in the testing process.
- In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their experience and education will be invited to compete in the testing process.
- Candidates invited to compete in the testing process may be required to take a written examination, which is graded on a pass/fail basis. Only those applicants who pass the written examination will advance to the oral examination. The oral examination is tentatively scheduled for the week of April 28, 2025.
- Candidates invited to compete in an oral examination that receives a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.
- Completion of a practical may be conducted in order to further evaluate skills relating to essential job functions.
- Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.
- Final appointment to the position of Part-Time Animal Services Kennel Attendant will be contingent upon passing the following:
- Interview with Chief
- Background Investigation and
- Medical examination (including drug/alcohol screening, hearing and vision examinations)
VETERAN'S PREFERENCE SYSTEM
The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form.

Benefits
Sick Leave: The City of Turlock amended a Paid Sick Leave Policy on December 23, 2023. An employee who, on or after July 1, 2015, works for 30 or more days within a year from the beginning of employment is entitled to paid sick leave. Paid sick leave accrues at the rate of one hour per every 30 hours worked. Accrual shall begin on the first day of employment or July 1, 2015, whichever is later. Paid sick leave shall carry over to the following year of employment and is capped at 80 hours or ten days.
HOURLY RATE OF PAY: $18.00 - $21.00 per hour
HOURS OF WORK: Hours and days may vary (20 hours per week) day, weekend, and holiday availability required. This position is not to exceed 960 hours in a fiscal year.
