Job Summary

The ACAA’s VP of Finance and Controller is responsible for the overall management of the Finance Department, including treasury, accounts receivable, accounts payable, payroll, fixed assets, grants management, general accounting, and financial planning functions for the Pittsburgh International and Allegheny County Airports.

Here is how the VP of Finance and Controller will help:

  • Lead, manage, and direct the department;
  • Supervise, coach, mentor, train, discipline, and motivate staff;
  • Develop and implement financial controls to define transaction flows and assure that the transactions processed through those flows conform with the Authority’s goals and objectives;
  • Direct the preparation of the Authority’s financial reports, including internal and external (GAAP) financial statements, budgets, comparisons to budget (MTD & YTD), reporting to government agencies, capital project analysis, managerial accounting, and special analysis as needed;
  • Establish controls over transaction processes that have a significant effect on cash flow;
  • Direct, schedule, and manage the year-end annual audit with the external auditors;
  • Manage the preparation and distribution of a standard monthly reporting package;
  • Assist the operating departments via sensitivity analysis, variance analysis, and forecasts;
  • Coordinate with the CFO to achieve the financial goals and objectives of the Authority:
  • Develop and maintain a policy and procedures manual for the Finance Department;
  • Manage the daily cash management function, including billings and cash disbursements;
  • Monitor, evaluate, and recommend procurement of utilities based on market conditions;
  • Direct and manage the preparation of budgets, review budget proposals, and prepare necessary supporting documentation and justification;
  • Review or oversee the approval of all administrative actions for compliance with budgetary and financial controls;
  • Establish controls to ensure that all Authority contracts comply with the Authority's financial guidelines;
  • Direct the research and resolution of all accounting issues; and
  • Oversee the implementation of Workday (a new Finance ERP to replace JDEdwards).
  • Performs other related tasks as assigned or required

Qualifications

Requirements to apply for role of VP of Finance and Controller are:

  • Bachelor’s degree in Accounting from a four-year college or university
  • CPA
  • 10 years related experience in accounting with a variety of disciplines
  • 5 years of general upper-level management experience
  • Finance system evaluation and installation experience
  • Development of financial dashboard experience
  • Ability to obtain FAA clearances
  • Possess or obtain prior to employment a valid Pennsylvania Class C driver’s license Note: license must be maintained throughout employment
  • MBA preferred
  • Travel 5% to 10%.

We also expect that candidates will demonstrate the following knowledge, skills, and abilities in most cases:

  • Accounting and auditing rules and regulations;
  • Financial controls and control environment;
  • Financial reporting standards (regulatory, variance analysis, dashboard, ad hoc);
  • Windows-based computer software, including Microsoft Office applications of Word and Excel;
  • ERP systems (JDEdwards and Workday are a plus)

    • ACAA employees pay almost $1,200 less per year in healthcare payroll contributions than the average employee in other companies, according to market surveys.
    • When HRA funding is included, the health-plan deductibles paid by ACAA employees are about $1,200 lower on average than the costs paid by employees of other companies.
    • ACAA does not require that employees meet a separate deductible for pharmacy expenses before prescription-drug coverage kicks in.
  • ACAA’s dental plans (included with healthcare coverage) offer an option covering children’s orthodontia.
  • Employees also can take advantage of a Flexible Spending Account (FSA) to help pay for health care and dependent care expenses on a pre-tax basis.
  • All eligible full-time ACAA employees participate in the Allegheny County Employees Pension Plan, a defined-benefit plan that vests after 10 years of service.
  • Employees also may participate in a Deferred Compensation Plan, which allows them to contribute part of their pay on a pre-tax basis into long-term retirement investments.
