Pasco County is seeking a visionary, strategic, and big picture thinker to inspire and take the Utilities team and departments to the next level of excellence. The people and performance focused leader must strive to get results or outcomes through the team. This is a highly responsible, senior leadership position involved with leading the team to exceed the expectations of Pasco County's water, wastewater and reclaimed water customers. The position reports directly to the Assistant County Administrator for the Public Infrastructure Branch.  

Essential Job Functions

  • Provides visionary leadership to the Utilities team. 
  • Aligns the Utilities strategy with Board of County Commissioners' (Board) Strategic Goals and Objectives and ensures these goals and objectives are met or exceeded.
  • Fosters the Utilities organizational culture and ensures it aligns with the County's.
  • Ensures the long-term sustainability of the county's utility infrastructure and capacity for growth.
  • Guides operational policy development decisions and provides input to elected officials on major policy for Tampa Bay Water.
  • Briefs commissioners on items ranging from routine agenda items to complex strategic and business plans.
  • Ensures appropriate long-term plans are in place for current and proposed legislation. Participates in the legislative process.
  • Provides transparent performance measures through dashboards, benchmarking and other techniques.
  • Provides direction and effective feedback to direct reports.
  • Sets strategic goals for business process improvements, innovation, enhanced conservation efforts, improved operational efficiency and an engaged employee experience.
  • Serves as a Board member on the Florida Governmental Utility Authority (FGUA).
  • Provides leadership on other efforts as required by the Assistant County Administrator for Public Infrastructure in conjunction with other County departments or branches.
  • Ensures compliance with Board ordinances and policies, statutory and regulatory requirements, as well as all safety measures and requirements.  

Knowledge, Skills and Abilities

  • Knowledge of capital infrastructures (water plants, reservoirs, wastewater treatment facilities, etc.), financing, planning construction and maintenance management. 
  • Knowledge of AWWA Benchmarking or related performance assessment processes/systems.
  • Knowledge of local governmental operations and practices.
  • Knowledge of Florida statutes as they related to the operation of the County government and public infrastructure systems.
  • Knowledge of Federal, State and private grants.
  • Knowledge of the practices utilized in governmental enterprise budgeting and cost of service analysis and rate making.
  • Knowledge of the principles of the Governor's Sterling Award process, Baldridge or other high performance organizational theories/systems.
  • Knowledge of the techniques used in the operation of a large utilities department or utilities services branch.
  • Possess strong, innovative and visionary leadership and management skills in support of the County's commitment to its mission.
  • Ability to supervise the work of a large staff of professional, technical, clerical, semi-skilled and unskilled employees.
  • Ability to direct and carry out complex oral and written instructions.
  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies and the public.
  • Ability to build a strong leadership team that can implement the vision and goals of the County.
  • Ability to analyze and solve administrative problems.
  • Ability to prepare and analyze operating procedures and reports.
  • Ability to represent the County in public speaking events.
  • Possession of excellent customer service, leadership and communication skills.

Minimum Requirements

PHYSICAL SKILLS:  Ability to communicate effectively using verbal, written and visual communication.  
 
EDUCATION, TRAINING AND EXPERIENCE:  Graduation from an accredited college or university with a Bachelor's Degree in Engineering,  Management, Business Administration, Public Administration or a related field is required.  A Master's Degree is preferred. Ten (10) years' experience in  progressively responsible supervisory positions with a minimum of eight (8) years' experience in public utility system management or in an agency of comparable size or responsibility required. 
 
LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid Florida driver's license.  Technical licensure (i.e., Professional Engineering) or management credentials (i.e., Certified Public Manager) preferred.
