Duties: Child Support Specialist* professionals will provide a variety of child support services to help parents meet their mutual obligation in providing financial and medical support for their children. Trainees will learn to assess cases, establish parentage, evaluate the financial circumstances of both parents, and offer solutions for removing barriers to pay child support.
**NOTE:  Child Support Specialist Trainees* work under training conditions.

CONDITIONS OF EMPLOYMENT

Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

Pre-Employment Process: Applicants must pass a background investigation, including DOJ/FBI clearance, JIMSNet access pre-check, credit check, physical examination, and drug test prior to appointment.   

Work Assignment: Applicants must be willing to accept assignment, as needed, to any of the DCSS offices, which are located in Loma Linda, Victorville, and Ontario. Newly hired Child Support Specialists* will be assigned to an office as business needs dictate; however, geographic preference will be taken into consideration, whenever possible. Training will be conducted at the Loma Linda branch office. Candidates must be able to start their employment at this location and indicate a willingness to work in Loma Linda on the supplemental questionnaire.  


Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.  

 

Promotion: Incumbents in the class of Child Support Specialist Trainee* ($44,512.00 - $59,779.20 Annually) are eligible for promotion to Child Support Specialist I* ($50,939.20 - $70,012.80 Annually) upon meeting the minimum qualifications for Child Support Specialist I* and upon receipt of a satisfactory work progress report. Incumbents must be promoted within twelve (12) months of hire or be terminated. 

Minimum Requirements

Child Support Specialist Trainee* - Candidates must meet the education requirement AND one of the following experience options: 
Education:
Thirty (30) semester or forty-five (45) quarter units of completed college coursework from an accredited college or university in Public/Business Administration, Administration of Justice, Social/Behavioral Science, English, Math, Humanities, or a closely related field. Transcripts (unofficial are acceptable) MUST be submitted with the application if the applicant does not possess a completed Associate's degree (or higher) in one of the qualifying fields of study.  

-AND-
Experience Option 1: 
One (1) year of full-time equivalent experience working as a Child Support Assistant or equivalent classification within a county agency overseen by a State Department of Child Support Services
Experience Option 2:Two (2) years of full-time equivalent clerical or fiscal experience within a county agency overseen by a State Department of Child Support Services which included 1) Interviewing and gathering financial, family, or personal information from the public; OR 2) collections; OR 3) legal support. 
Experience Option 3: Three (3) years of full-time equivalent customer service or case management experience in a large office setting such as a call center, financial institution, law firm, or human services agency. 
Substitution: Additional experience may substitute for the required education on the basis of six (6) months of experience for fifteen (15) semester (23 quarter) units in the qualifying fields listed above. 
  • Option 1 Substitution: Fifteen (15) semester units (23 quarter) AND 1.5 years of full-time equivalent Child Support Assistant experience; OR two (2) years of Child Support Assistant experience and no education. 
  • Option 2 Substitution: Fifteen (15) semester units (23 quarter) AND 2.5 years of full-time equivalent clerical or fiscal experience within a county agency overseen by a State Department of Child Support Services; OR 3 years of full-time equivalent clerical or fiscal experience within a county agency overseen by a State Department of Child Support Services and no education. 
  • Option 3 Substitution: Fifteen (15) semester units (23 quarter) AND 3.5 years of full-time equivalent customer service or case management experience in a large office setting such as a call center, financial institution, law firm, or human services agency; OR 4 years of full-time equivalent customer service or case management experience in a large office setting such as a call center, financial institution, law firm, or human services agency and no education. 

Child Support Specialist I* - Candidates must meet the education AND experience requirement: 
Education:
Thirty (30) semester or forty-five (45) quarter units of completed college coursework from an accredited college or university in Public/Business Administration, Administration of Justice, Social/Behavioral Science, English, Math, Humanities, or a closely related field. International Coursework: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. 

Experience:
General childcare experience is not considered qualifying experience. Qualifying experience must be clearly detailed in the Work Experience section of the application.

Desired Qualifications

Child Support Specialist Trainee*:
The ideal candidate will possess excellent interpersonal and listening skills; be highly organized and detail oriented; possess proficient computer and mathematical skills and will possess two (2) years of experience performing increasingly complex clerical tasks or other related duties within a child support office.

Child Support Specialist I*:
The ideal candidate will have a bachelor's degree in social/behavioral science with a working knowledge of all phases of child support work. The prepared candidate will possess excellent organizational skills; sound judgment; outstanding interpersonal skills and be detail oriented. Additionally, the ideal candidate will express genuine concern, accommodating the client's needs, has experience interviewing, and eliciting information; working case audits and ensuring payment; reading, following, and interpreting rules, regulations, and court orders; and possess intermediate mathematical abilities. 

Selection Process

Examination Procedure - For BOTH Trainee and Child Support Specialist I*:
The selection process will consist of an online assessment AND a competitive evaluation of qualifications. The online assessment will consist of an evaluation of skills and knowledge in the following areas:
