THIS IS A FIRE DEPARTMENT POSITION ONLY
(Salary based on a 56 hour work week per MOU.)

San Bernardino County Fire Protection District is recruiting for Captains who serve as a first line supervisor for a fire company and supervise/direct the work of subordinate fire suppression personnel. Captains respond to fire alarms, medical aids and other emergency calls, and conduct fire prevention and suppression training programs. The Captain is responsible for the safety and well-being of all subordinate personnel. In addition, the Captain is responsible for the overall management of a fire station/program, including required documentation and reporting requirements.
 
CONDITIONS OF EMPLOYMENT
 
Physical Requirements: Must be able to perform during high stress situations. Must be able to hear in the normal audio range, without correction. Must possess the strength and stamina sufficient to lift and carry equipment and individuals up to 200 pounds, and be able to wear self-contained breathing apparatus, and do so with mobility and flexibility without jeopardizing the safety of self or other members. Vision must be correctable to 20/20. May be required to pass a color perception test. Must be able to work in a variety of environmental conditions. Employees hired after January 29, 2002 must abide by the non-smoking provision of the MOU.

Probationary Period: Incumbents shall be required to serve a new probationary period of twenty-six (26) pay periods prior to attaining regular status. Advancement to the next appropriate step shall be contingent upon the completion of twenty-six (26) pay period hours of satisfactory work performance on the current step and must include a Work Performance Evaluation with an overall evaluation of at least "Meets Job Standards" and successful completion of the Captain's Taskbook (or possession of the CFO Certification).

California State Fire Marshal Company Fire Officer (CFO) Certification: Must possess CFO Certification dated December 31, 2016, or earlier; or successfully complete the Captain's Taskbook to obtain CFO Certification in order to pass probation, or will be returned to prior classification in which regular status was held.

Certification: Must maintain EMT or Paramedic licensure throughout employment.

Additional Certifications: Captains may be required to obtain and maintain certification in one of the following specialties based on department needs: Aircraft Rescue Firefighting (ARFF), Urban Search and Rescue, or Hazardous Materials Tech. 

License: Must possess and maintain a valid California Class C Driver License (or higher) with Firefighter Endorsement.

Minimum Requirements

Must meet all of the following requirements:

EXPERIENCE: Must be currently employed as a San Bernardino County Fire Protection District Engineer in regular status (not in probationary status); must have completed a minimum of four (4) years regular, full-time firefighting experience. Experience as Firefighter and as Engineer must be clearly differentiated in the Work Experience section of the application. (NOTE: Limited term, apprentice, reserve, or paid call firefighter experience is not considered qualifying.) 
--AND--
CERTIFICATE: Must possess the CFO Certificate dated December 31, 2016, or earlier. --OR--  Must possess the required six (6) classes/course completion certificates required by the California State Fire Marshal to begin the Captain's Taskbook upon hire. (Note: Failure to complete the Taskbook by end of probation will result in failure of probation and return to prior classification.) Certificates of completion for all requisite courses currently required by the State Fire Marshal for CFO certification are:
  • 2A - Human Resource Management 
  • 2B - General Administrative Functions
  • 2C - Fire Inspections and Investigation 
  • 2D - All-Risk Command Operations 
  • 2E - Wild land Incident Operations
  • Instructor I - Instructor  Methodology 

NOTE: High-quality copies of the completed CFO/course certificates MUST be attached to application.
--AND--
LICENSES:A valid State of California EMT-1 or EMT-P License; and current CPR certification. 




Selection Process

Examination Procedure: 
Step 1: 
WRITTEN EXAMINATION
The written examination is scheduled for Monday, April 21, 2025. The exam will consist of 50 multiple choice questions that cover the following areas: 
  • Ops Directive
  • Incident Response Pocket Guide (IRPG)
  • Fire Scope Field Operations Guide (FOG)
  • Company Officer MISC. Areas
Candidates with a passing score of 80% or higher will move forward to the Competitive Evaluation. 

Step 2: 
COMPETITIVE EVALUATION
The competitive evaluation is used to evaluate your qualifications. Candidates are rated against an established rating scale and all candidates are held to the same standard. Human Resources will email candidates successful in the written exam, a document that needs to be completed, signed and returned to Human Resources by the deadline indicated in the email. This document, along with your application and attachments, will be provided to the Subject Matter Experts to be used in the competitive evaluation. 

The competitive evaluation will not adversely affect your score. This tool will be utilized as extra credit points exclusively used to enhance your written exam score, which will be instrumental in identifying the top candidates selected for the Captain's Academy. 

Step 3: 
CAPTAIN ACADEMY
Top candidates based on the written exam and competitive evaluation will be invited to the Captain Academy. The Academy will be held from May 26, 2025 through June 27, 2025 and will consist of the following: 
  • Week 1: All Risk Incident Operations 
  • Week 2: Wildland Incident Operations
  • Week 3: Fire District's Policies/Standard Operating Procedures (SOP's)
  • Week 4: Administration
  • Week 5: Academy Assessment Center
At the completion of the academy, assessments will be conducted to evaluate candidate's knowledge and skills in leadership, problem-solving, decision-making, communication, and professional expertise. Candidates will be notified of exam date/time approximately one week prior to their scheduled appointment. Assessments will include:
  • Dynamic SIMS
  • Static SIMS
  • Employee Relations Exercise
Candidates must be successful with a passing score of 80% or higher. 

Step 4: 
ELIGIBLE LIST
Candidates that are successful in all portions of the assessments will be placed on the eligible list based on overall performance. Weights for each component are as follows:

  • Written Exam and Competitive Evaluation - 25%
  • Captain Academy Assessments - 75%
