Nature of Work

Provide a variety of technical and analytical work in the areas of planning, tracking, reporting, organizing, and assisting with coordination of actives to maintain the City’s Capital Improvement Program (CIP).  

Environmental Factors:

Work is performed in a standard office environment.

 

Physical Factors:

Light physical demands; mostly desk work requiring the ability to lift and carry files and reports and frequent use of a personal computer.

 

Work Situation Factors:

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.   Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is a grade RX18.

Duties and Responsibilities

  • Plans, organizes, and coordinates meetings with departments throughout the organization to develop new projects, determine budget carry overs, and future projects; monitors and manages existing funds for the CIP to meet established goals and objectives.

 

  • Assists with coordinating program activities with other departments, outside agencies, and organizations; plans and coordinates with established committee(s) to rank newly funded projects for review with appropriate management staff as part of the CIP budget and approval process; meets and maintains established CIP schedules.

 

  • Monitors and reviews project status and financial activities of the project aspects and reviews for compliance; ensures that all performance targets are met, tracks budget adherence, and monitors project through completion.

 

  • Analyzes data and prepares and presents various special reoccurring reports, forms, and other documents in compliance with established policies and procedures; ensures accuracy and clarity in communicating project standards and strategic goals; evaluates and proposes adjustments of future projects to funded projects based on need or funding opportunities.

 

  • Monitors and recommends if CIP submittals align with adopted plans and are related to goals as established through the City’s and department Strategic Plans; monitors to ensure that objectives are met and projects are completed on time and on budget.

 

  • Collects and analyzes data to prepare and present various special and reoccurring reports; provides accurate and timely information related to assigned function and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management review and potential action.

 

  • Reviews and evaluates opportunities for additional funding mechanisms and ensures grant and fund expenditure compliance; reviews, maintains, and updates CIP records in various formats, mediums, and automated systems to include data input into the State database ensuring data integrity and adherence to internal controls, practices, and policies.

 

  • Responds to and resolves various conflicts, complaints, issues, inquiries, and problems as authorized and in accordance with established budgets, grant funding, policies, and procedures.

 

  • Reviews, tracks, and assists with the implementation of proposed projects, identifies funding, and resources to help develop assigned components of the Infrastructure Capital Improvement Plan.


Minimum Qualifications

Bachelor’s Degree in Business Administration, Public Administration, Finance, Planning, Construction Management, or related field PLUS three years of experience in capital project budgeting or strategic planning.   A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.   


Licenses/Certifications:

Valid driver’s license required.  Position requires an acceptable driving record in accordance with City of Las Cruces policy.  

Knowledge, Skills, and Abilities

Knowledge of:  principles, practices, techniques, activities, rules, and regulations related to capital project management; the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, effective working relationships, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
