General Description


JOIN OUR TEAM AS A HOUSING SPECIALIST!
The Housing Specialist role involves responsible technical work in office and out in the field on a County-operated housing rehabilitation program using state and federal funding. Provide direct assistance to low income homeowners requesting renovations to their homes. Coordinate work with local contractors. Follow policies, procedures and regulations stipulated by grant programs and County.

Essential Job Functions

  • Prepare work write ups and specifications for bidding out rehabilitation work.
  • Prepare bid documents.
  • Schedule open houses and meet with contractors to review proposed projects. 
  • Regularly inspect projects during rehab or construction to ensure compliance of specifications.
  • Act as a Liaison between contractor and client.
  • Prepare pay requests to the contractor according to the draw schedule.
  • Maintain communication between all parties involved in the rehab process.
  • Monitor and evaluate the performance of the contractor.
  • May perform condemnation postings, pre-demolition property surveys, building board up inspections.
  • Perform minimum housing inspections as required.
  • May assist in the field monitoring of CDBG projects.
  • Perform all clerical and record keeping work required for the project while it is under construction until finish.
  • Inspect occupied and non-occupied residential homes and write rehabilitation feasibility reports as requested.
  • Ability to lift and/or move up to 45 pounds and also push or pull heavy objects by using hand trucks, carts or provided devises. 
  • Perform all related work as required 

Knowledge, Skills and Abilities

  • Demonstrated knowledge of the residential remodeling trade and the materials and methods used in general building construction.
  • Ability to recognize building deficiencies and have the knowledge to write specifications to bid out to our Contractor list
  • Ability to prepare and/or review bid documents and responses for compliance with policies, procedures, conditions, and regulations.
  • Ability to coordinate among County staff, contractor, partners, and homeowners.
  • Knowledge of the materials and methods used in general building construction.
  • Knowledge of the building trade and of stages of construction when possible, defects and violations may most easily be observed and corrected.
  • Ability to understand established building codes as they apply to our projects.
  • Ability to recognize faulty construction or hazardous conditions.
  • Ability to read and interpret building construction plans and specifications.
  • Ability to maintain records and to prepare and submit reports.

Minimum Requirements

PHYSICAL SKILLS/WORKING CONDITIONS:  Have the ability to lift and/or move up to 45 pounds and also push or pull heavy objects by using hand trucks, carts or provided devises. Must be able to work with a team member in the field. Must be able to climb a ladder, step ladders and vertical extension ladders. Must be able to drive a pickup truck to any location in the County as directed. Must be able to work in all weather conditions and be able to enter and inspect structures in varying degrees of disrepair. Must have the ability to access attic spaces, crawl spaces and climb on rooftops. Must be able to negotiate rough field terrain.  Must have the ability to address groups of contractors when reviewing specifications. Must have good verbal, writing and vision skills. Must have the ability to walk, stoop, bend, and climb to make inspections.  Ability to communicate effectively using verbal, written and visual communication. 

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma and 5 years' experience in the building renovation and construction trade as a supervisor, foreman or building contractor. Experience in working for a local government or not-for-profit affordable housing program preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:  Must possess a valid State of Florida Driver's license. Must have had a General, Building or Residential  State of Florida Contractors License, either still active or placed on inactive status, license does not have to be put on inactive status for employment. No work can be solicited or performed for any homeowner, landlord, non- profit agency or any person receiving assistance from the Community Development Department, or any other work that does not comply with the County Conflict of Interest Policy.
