Description

Responsible for planning and coordinating the City of Aubrey’s emergency management programs and the financial and programmatic management of grants.  This position performs a variety of routine and complex clerical and administrative work in keeping official records, providing administrative support to the Fire Chief, and assisting in the administration of the standard operating policies and procedures of the department.


SUPERVISION EXERCISED:

None, generally. May supervise temporary, seasonal employees as the need arises.


Examples of Duties

  • Creates and maintains a functional emergency plan for the City, ensuring compliance with all state and federal regulations.


  • Supports hazard mitigation, preparedness planning, and response and recovery for emergency management and homeland security.


  • Works with other departments to develop processes and procedures for emergency situations. 


  • Monitors potential future emergency situations and develops and recommends mitigation plans.


  • Assists with coordinating disaster response operations. 


  • Assists in training of personnel and volunteers.


  • Secures training slots and prepares paperwork for staff attendance at state and federal training classes.


  • Serves as liaison with local, state and federal health officials on bioterrorism planning and response issues.


  • Assists in finding, securing, and coordinating state and federal grants.


  • Assists in delivering programs to community groups.


  • Manages Federal and/or State grant funding related to events in connection with emergency management activities. The functions of which include, but are not limited to the following: reconcile grant expenditures, prepare financial reports, implement activities necessary to meet stated deadlines. 


  • Prepares requests for funds, monitors grant revenue and financial grant compliance with all laws and regulations applicable to the various grants. 


  • Performs other duties as assigned.

Typical Qualifications

Education and Experience:

  • Graduation from an accredited four-year university with a degree in Emergency Management, Public Administration, Business Administration or a related field. 
  • Basic level emergency response training and/or emergency response experience.
  • Some experience in teaching emergency response courses.
  • Requires a valid driver's license.

ABILITIES, KNOWLEDGE, AND SKILLS:

  • Abilities in the following:
    • Ability to read and relay detailed information to employees and the general public.
    • Ability to handle difficult situations with citizens and employees and the ability to communicate effectively orally and in writing.
  • Knowledge in the following: 
    • Knowledge of the principles and practices of modern office systems and programs and working knowledge of basic arithmetic.
    • Knowledge of standards, regulations, principles, and practices regarding emergency management.
    • Knowledge of training in emergency management.
  • Skills in the following: 
    • Skilled in establishing effective working relationships with fellow employees, supervisors, and the general public.
    • Skilled in the operation of listed equipment.
    • Skilled in paying attention to details in daily work.
