Purpose of Position:

The Information Services Director for Pierce County will provide strategic leadership, management, and oversight of the county’s information technology (IT) infrastructure, systems, and services. This role is responsible for ensuring that technology supports the county's operations and public services effectively and efficiently. The director will work collaboratively with county departments, elected officials, and external partners to design, implement, and maintain secure, reliable, and innovative technological solutions that align with Pierce County's goals and objectives.

 

Essential Duties and Responsibilities

 

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

Example:

  • Leadership and Strategy:
    Lead the development and implementation of the county’s IT strategy and policies, ensuring they align with organizational goals, best practices, and the evolving needs of County departments and the community.
  • Infrastructure and Systems Management:
    Oversee the management of all county IT infrastructure, including networks, servers, data centers, cloud services, and communication systems. Ensure system uptime, performance, backups and security.
  • Budget and Resource Management:
    Develop and manage the department's budget, ensuring cost-effective allocation of resources, while exploring opportunities for technology cost savings and efficiency.
  • Cybersecurity and Risk Management:
    Lead efforts to identify and mitigate IT security risks. Develop and enforce cybersecurity policies and procedures to protect county data, systems, and networks from cyber threats.
  • Project Management:
    Manage and support IT projects from inception to completion. Ensure projects are completed on time, within scope, and on budget.
  • Team Management:
    Supervise and provide leadership to the Information Services staff, fostering a collaborative and high-performance culture. Provide mentorship, training, and professional development opportunities for staff and monitor performances.
  • Collaboration and Support:
    Serve as the primary point of contact for IT-related inquiries from county departments and staff. Provide strategic guidance and troubleshooting assistance in resolving IT issues.
  • Vendor Management:
    Negotiate and manage contracts with IT vendors and service providers, ensuring the delivery of high-quality and cost-effective solutions.
  • Public and Internal Communication:
    Communicate IT-related updates, initiatives, and issues clearly to both internal stakeholders and the public. Provide regular reports to the County Administrator and elected officials regarding the status of IT projects, budgets, and challenges.

 

Minimum Qualifications:

Bachelor's degree in Computer Science, MIS, Information Technology, or related field, (or) any combination of education and experience that provides equivalent knowledge, skills and responsibilities.  Minimum of 5 years of progressively responsible experience in an IT role, including experience managing/leading teams and overseeing IT infrastructure in a complex organizational environment. Public sector experience is highly preferred.

 

 

Knowledge, Skills, and Abilities

·         Strong knowledge of IT systems, networks, hardware, and software applications.

·         Experience with cloud services, disaster recovery, and business continuity planning.

·         Proficient in cybersecurity protocols and risk management.

·         Strong project management skills and experience with IT project delivery.

·         Excellent leadership, interpersonal, and communication skills.

·         Ability to manage competing priorities and meet deadlines.

·         Ability to develop standards and procedures to utilize resources effectively and efficiently

·         Ability to formulate long-range system development plans and to schedule and supervise resources in the timely implementation of such plans

 

Physical Requirements

Example: This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work requires speaking and hearing, repetitive motions, frequently requires standing and reaching with hands and arms and occasionally requires sitting, walking, climbing stairs, balancing, stooping, kneeling, crouching or crawling, pushing, pulling and lifting. Special Requirements

Must be able to pass a background investigation as required by County policy. Valid Drivers License and ability to travel within Pierce County and to other locations as necessary
